Residents can now pay directly for share of road work By Mike Johnston Whitby's operations committee has given approval to a local improvement policy which allows homeowners to pay directly toward reconstruction of a road they front. But not all councillors agreed with the policy's guidelines. Under the guidelines, home- owners would pay their share of the work plus interest *on the debenture the Town would secure for the work, For example, the first road to fall under the policy would be Newman Ores. In its 1989 budget, the Town set aside $350,000 for recon- struction of Newman with resi- dents contributing $68,483 toward the cost. Under the policy the Town could take out a 10- or 15-year debenture fôr the residents share of the cost. With 42 houes on Newman, each homeowner could give the Town a cash payment of $1,630 or make payments over the next 10 or 15 years, depending on the lengthof the debenture. Ifit is a 10-year period, (11.5 per cent interest) annual pay- ment for each household would be $282.72 or $2,827 over the 10 years. Whitby trustee Ed Finan said, «What the heH does all of this have to do with it (the rescinding of the motion)?" Finan also sup- ports the ban. Jones attested that there was no notice of motion regarding the banning motion prior to its intro- duction at the board table, and that there was no printed notice in the agenda when it was passed. Oshawa trustee Joe Corey said, "Ijust can't believe these statements (that the public is upset with the ban). In my 18 years, I have never seen a repor- ter with a tape recorder wanting to tape. They come to us after the meeting, and ask us ques- tions. I have not heard anyone knocking our decision. «We made it (the ban) in good conscience to protect our staff and trustees, and I think we should leave it where it is." "You are swiftly earning the popularity of a skunk at a gar- den party at this board," Oshawa trustee Hugh Armstrong said to Jones. Another Oshawa trustee, Matt Simmons, said, "This (new) motion is unfair and needs reworking." Jones compared the board meetings ta the entertainment at Disneyland, saying that tax- payers could save their money and come to the board meeting instead for entertainment. "Rights nust be universal. How does the chair decide who can or cannot use a recorder? Can you justify giving permis- sion to one person and not another? We will be the laughing stock of this province if we pass this (the revised banning motion)." Vice chair Paul Woodcroft, an Oshawa trustee, interrupted Jones, and said, "Get off the pot, Jones." Ajax trustee Sally Longo said, "There seems to be an element that wants to bring our repu- tation down to a ground level. (We're) working for Catholic edu- cation, and Jones is working for himself." She asserted that the board had always had good relations with the public and press of the area. Members of the French language sector were also aganst the motion, but for dif- ferent reasons than thoqe of Jones. "The motion will prevent, in future, any simultaneous trans- lation. For example, if there is any challenge to the translation, we would have no way to check that," Oshawa trustee Roger Bri- deau said. The discussion on the motion resulted in the rescinding of the original motion, and the new motion approved with 14 trus- tees in favor, four against. Among those were voting in favor were Whitby trustees Tom Oldman, Tunney and Finan. $30,000 damage in house fire Damage is estimated at $30,000 after a fire in the base- ment of a house at 43 Goldring Court on the weekend. Durham Regional Police say the fire, which started about 12:30 a.m. Sunday, May 14, was caused by a clothes dryer. No ane was hurt in the blaze brought under control by Whitby firefighters.
