Whitby, as a municipality, should have single representation at bath the provincial andi federal government levels.. Under redistribution in 1986, Whtby was divided into two to.becomne part of two ridings at bath levels. The resuit has been, as somne residents have indicated, confusion as to who is the representative for what area. The redistribution, it would appear, made mostly rural north Whitby part of largely rural ridings at bath levels, while largely urban south Whitby was angar representation joined with other urban areas to form ridings in south Durham Region, also at bath levels. While it might seem that the interests of rural dwellers and more urban dwellers might more adequately be served under such a plan, or that the redistribution made the electoral system more, effective, the split may have actually hurt representation for Whitby residents. And Whitby remains a nice blend of bath rural and urban, that mix part of its charmn and identity. Should the Town approve councillor Batten's motion for singular representation and then notify the two levels of govemnments, it is uncertain what will happen. But at -least Whitby's current representatives, ail four of themn, will get the message that one Whitby mnight be better served by one representative at each level. Waste management decision is a "dsservioe" To the editor An open letter to Durham regional coumdil members Ladies and Gentlemen: The May- 17 regional council decision to join with the Greater Toronto Area (GTA) waste management plan is, in my opinion, a serious error with very negative ramifications for both the short and long term interests of the Region of Durham. The decision, a rather muscular exercise in democracy, was made in unseemlv haste and you, the councillors, have been insufficiently înformed, misled and even dupýed into believing that GTA represents the best, if not the only alternative for waste management. It is the best alternative for Metro and its validity begins and ends there. I realize any decision xnay have been difficuit and that you cannot please everyone, but this was not a decision in the true sense of responsible government. This was a hit-and-run. This was an escape from the task of thoroughly exploring alternatives. This was putting the problemi under the bed -like achaniber pot -under Pickering's bed. It is now out of sight and therefore out of mmnd for the next decade or so, and the need for our society te corne to grips with our irresponsible. habits will be postponed accordingly. You have, as a consequence of this capitulation, done a cisservioe te the present and future population of Durham. I shail endeavor te outline, ,ith considerable substance, the rationale behind my opinion. I trust you will bear with me, although I appreciate that in the frenzied state of our society, most stop reading before the end of the second paragraph. The fact that xny decision bas already been made does not justily dismnissal of my opinion. Decisions can be changed and this one certainly should. .The public meeting held on May 9 at the Pickering Recreation Centre could hardly be described as "reasoning together," however weil attended. The spokesman for council told us what they were going te do and those assembled teld them they didn't like it. The rest was juast noise. As an effort to hear and consider argument the meeting was a shani. It was clear te me that a decision had been made, even before the recommnendation wvas put te, council and that a What is ail the fuss abo3ut?. To the Editori- Re: Minorities blast Atersley... What didhle say? I believe Mr. Attersley stated he would resign as police chairman if the foroe was compelled to lower hiring standards in the wake of pro- vinoe-wide task foroe recommen- dations. He said qualifications should be the only hiring cri- teria. I wholeheartedly agree. As a parent of three youngr children, I demand and expeet t he best pos- sible pjrotection for my family, indeed everyone. I this regard, I coulctn't care less if this protec- tion was provided b y Martians, as long as they held the proper qualifications. So, I ask, what is all the fuss about? Why does it appear that the Durham Chapter of the Con- gress of Black Women wants a confrontation? Do they have facts as te, the number of visible minorities applying te the police force being turned down un- justly? If so, produce them. If they do not have the facts, then I say once again, what is aIl the fuss about? As a Canadian, I was brought lip to believe we were and are Cranadians first and foremost. Color and creed made no dif- ference. I even believe I have read that God created man equal. So, again, what is the fuss? I say shame on those who attempt to create racism in our fine coxnmunity. Be Canadian first the rest will follow. If not, I would suggest that immigrants of alI races coming te Canada help us te inprove our behavior without creating dissension. The forum about t he police hiring smacks of reverse racism. Let's stop it now. M.K. Flewwellig Whitby majority of council supported it. The council representatives stated, in essence, that: (1) Durham would have no place to put its garbage; (2) P-i -is an interini site te be replaced by the Durhanm Master Plan; (3) Durham would be able to enforce its standards. Taken ini order, it is Metro that will have no place ta put its garbage. Public reaction te a landfill site designed te accommodate our own garbage, which represents approxidmately one-twefh the volumne currently entering Brock West, would be much leas intense. If you haven't already visited Brock West, by that I mean up where the stuif is really going, you should enlighten yourself. You will corne away appalled. Durham can establish sites within our boundaries and develop them in time ta nieet our needs just as capably as Metro. That Metro will pay for the cost of developing P-1 and pay Durhamn rebates and royalties may be true, but street-walkers have a similar menta]ity. Our autonomy should not b. sold at any price. The population growth of Durham according te the McLaren Report projections, a factor that seems te have been overlooked, would indicate that our numbers will double over the next decade or two. One can expect Metro and the other regions te experience the sanie growth. Even if we are successful in reducing the volume of solid waste by 25-50 per cent, the waste generated to, twice as many people will stiui produce the current 4,000,000 tonnes. - To suggest that P-i will not be used beyond a six-year period is ludicrous at best and poesibly a misrepresentation te allay concern. It is a pledge that wil be waived with the same impunity that characterizes the entire P-1 ~e notion that 'Durham can insist on the standards for P-i is absolute rubbish, if you'll pardon the pun. The volume of garbage dunxped into Brock West malces stn ard a nuisance or a joke. Anything and everything goes in there and the employees are too busy avoiding being run down, by a truck te have time for supervision. More than 2,400 dogs and cats received their rabies vaccinations. As weil as hopefulfly preventing rabies case in the region, the veterinarians also wanted te provide manies for charities from the proceeds of these linics.
