Despite efforts, drug abuse grows ByRene Soetens Ontario riding MP Over the past four years, Canadian Customs has seized approximately $1.34-billion worth of drugs. Last year alone, over $397-million worth of drugs were intercepted. While these figures are impress.ive, unfortunately, they are not large enough te, discourage smugglers. Drug aluse is a growing problem that is in the news daily. Over the p ast decade, the availability of drugs and the range of individuals who use them, bas risen draxnatically. In response te, this situation, the Progressive Conservatives government launched a national drug strategy in 1987 called 'Action on Drug Abuse.! On May 10, 1989, Revenue Minister Otto Jelinek announced that stronger pnalties te deal with drug smuggling would be implemented. 1rwould like te, outline some of the highlights of this recent government announcement. I believe that the following announcements and future actions like them wiIl go a long way in reducing the flow of drugs. Canada Custom~s role is citical given the departrnent's responsibility te, curb the supply of drugs from ouide Canada. To enhance their role, civil penalties for smuggliuig have been doubled. If drugs are discovered, both the drugs and the vehicle used te, transport them will be seized. If owners want their vehicles returned, a financial penalty must be paid te the federal government. For exaznple, the penalty for the release of a vehicle used te transport cocaine will increase from $200 per gram te $400 per gramn. In addition, criminal charges may also be laid. A comprehensive package of new interception and enforoement rneesures is being developed by Canada Custems te, help eradicate the drug epidemic. Custom's officiels are currently analyzing anti-drug measures in other countries. Recommendations will be submitted to the Minister by the end of June. Such recommendations should formn the basis for some excellent future initiatives. The goverrnment will also eccelerate negotiations with private sector shippers, brokers and Canadian businessmen for implementing a fully computerized Customs cleaing operation. In addition, greater emphasis will be pleced on large volume inspections at air and marine port facilities, while simultaneously maintaininng vigorous detection activities at border crossrngs. New car for Tlpýrrema Durham Ré~gion bas purchased a replacement automobile for regional chairman Gary Her- rema. The Region's manager of sup ply and services was recentl authorized to purchase, at a cost of $12 630 a car fromn William- son ýuick Pontiac Ltd. in Uxbridge. That cost is the difference bet- ween the trade-in value of the present car and the cost of the new car. Herrema's existing automobile wss purchased in 1987. Regional policy states that the vehicle should be replaced every two years. Competitive quotations are usually required for spending on items above $10,000. However, finance committee recommended Williamson since the dealer was conveniently located for service and maintenance requirements.
