The only known archivist in Whitby's l44-year histoy, Win- ter has co iled a wealth of infomation bout Whitby's past, its people, its politiics -- in a word, its histoy. ntrste As of Junie 19, Wintrstld into his position on a fuli-time basis. It wasn't until 1968 that the Town of Whitby formally had archives. "The office consisted of a closet which eventually expanded to one room,"» says Winter. "Until 1982 the archives were available by appointment only because I had another job. From 1982 to 1988 I operated out of the same room as the Chamber of Commerce so the. office was open regular hours'." The Chamber of Commerce has since moved (now at Pearson Lanes), leaving Whitby's archi- ves temporarily homeless. "The Town of Whitby offered this present space in the Centen niai Building. They added û second. room so now we have a storaqe roomn and a reading room.> Winter began his passion for knowledge of Whitby of bygone years in 1961 when his Gr. 8 teacher taught local history along with t he regular history course. "At the samie time nmy dad received a collection of old docu- ments and corresvondence about 1850S. "I became fascinated with Whitby. "They used to belong to Queen's University in Kiingston," sayýs archivist Brian Winter. 'They had two or three sessions a year. The county formed in 1854 and became the Region of Durham in 1974," says Winter. "Queens University put everything on film. They wanted the originals to go back to where they came from. "They actually gave the rare collection to the Whitby ibrary. Thanks to Ken Roberts, the chief librarian of the Whitby library, for thinking of us. The Ontario archives has the only other set we know of," says Winter. WHf.IBY archivist Brian Winter at his* main floor offices in the Centennial Building. Free Press photo Young Offenders Act FROM PAGE 14 vice-president Of the organization, is the mother of Christine Jessup who was raped and murdered in 1984. The man who was charged was not a young offender. However, she has definite views on the Act. She sees the Act as "a licence to kil. Politicians have 'a problem. Sometbing has to be doue. People are just walking in fear. The pressure Just has to be put on the politicians. If it happened to them, they'd do something." In the Act, those charged and convicted can refuse therapeutic help. That was the case of young offender released after serving bis three-year sentence for the murder of bis parents and bis seven-year-old sister in 1985. Had he been tried in aduit court he would have faced a minimum of 25 years imprisonment. Ail those interviewed agreed there were things in the Act that needed work. "The role we play, aren't going too badly1 says Howes. "The Act bas beeni since 1985," said Brl.' not long enough to workg bugs. "While I realize that stories with nice endings don't sel papers, there are a lot of success stories out there that neyer get printed," he said. 'I thing that people have unrea]istic expectations of qualified professionals and a aiece of legislation when the rea work bas to be done at home and scbool.
