PRESS, WEDNESDAY, SEM'~MBER 13,1989 Iiisupport of the-GST By Rtene Scetens Ontario riding MP When the federal sales tex (FST) was put.into place in 1924, the economy was characterized by relatively simple patterns of production and distribution. Today, the industrialized world is characterized by a high degree of integration between manufacturers, wholesalers and retailers. As it stands now, the 13.5 per cent FST is outdated, damages competitiveness, favors imports over Canadian-niade goods and bas a discriminatory and narrow tax base. Instead of adapting to change, Canada has become the lone industrial nation stili relying on a manufacturer's sales tax. I believe that there is littie disagreement with the fact that Canada desperately needs a replacement for the eisting federal sales tax. On Jan. 1, 1991 Canada disposes of its antiquated tax and replaces it with the new goods and services tax (GST). The 9 per cent GST will enable 'Canada to keep pace with its global competitors, while at the saine time improving the overali fairness of the tax system. In 1991, the GST will raise about $24;-billion in annual revenues., The net revenues raised by the GST will exceed the $18.5-billion that would have been raised by the FST by about $5.5-billion.- However, this additional $5.5-billion is not a windfall for the federal governnient ta enjoy. These additional revenues will be used ta provide the eîxharnced refundable GST credit for lower and modest income Canadians, ta reduce the middle personal income tax rate from 26 ta 25 per cent for those who make up ta, $57,000 per year, to offset increased costs of indexed programs such as elderly benefits, veterans pensions, and faniily allowances. These measures will improve the overaîl fairness of the tax system and render the new GST "revenue neutral." 4 On Sept. 20, the Ontario Riding Small Business Caucus will be holding its first seminar. Representatives from the * Departinent of Finance, along with Tom Hockin, Minister of State for Small Business, will be in attendance to answer your questions relating ta the effects of the GST on small business.
