Although two 'No Parking' signs exist in that area, these are to be replaced with two 'No Parking' signs specifying restrictions in both directions at a cost of $100. Approved That the mayor and clerk be authorized to execute the necessary agreernents to provide taxi service for the visually impaired. At a July 10 meeting, council approved the recommentation to implement such a taxi service. Handi Transit Inc. has agreed to a'dinister the service and the two taxi cab companies in the town have agreed to participate in the program. Handi Transit will register eligible users through the Canadian National Institute for the Blind. The program will be implemented on Nov. 2. Approved That council amend policies to include pedestrian pathway lighting systems as a necessary component of the town's parks and open space areas. The financing for any Town-initiated new pathway light systems would come from the Town's future capital reserve account. The ongoing maintenance, vandalism and additional staff cost would be funded by tax levies. Approved That a bylaw be brought forward to appoint Terry Hardison as a part-time municipal law enforcement officer. She has been hired to f ili the vacant position of part-time parking meter attendant. In order for her to issue tickets for infractions of the traffic bylaws, a bylaw must be approved by council appointing her as a municipal law enforcement officer. In a report to the Region finance and administration com- mittee, chief administrative offi- cer Don Evans states that acqui- sition of the components needed for 911 began in July after the Ontario Municipal Board appro- ved the Region's application in June. An agreement between Bell Canada,- the major supplier of hardware and services, and the Region was signed in September. Purchase orders have been issued for other items for the project, including modification to the telephone system at Durham Regional Police headquarters. Street addresses have been established for most of the rural p arts of the region. However, Evans states that the post.office apparently refuses to accept mail with street addresses for rural locations. . Evans said a future report, including a recommendation to direct concerns about the matter, will be made to council. The Region has also not recei- ved Town of Newcastle council approval to commit to the pro- ject, although Newcastle intends to develop a central dispatch for their fire service. "It is critical for planning pur- poses that the location in New- castle to which 911 calls for fire service are to be directed is finalized by the spring of 1990," states Evans, noting that the location is necessary for Bell Canada to.complete the network of telephone lines. Ontario Provincial Police will accept the transfer of calls from the Durham 911 centre, and will modify their equipment to receive calls. However, states Evans OPP will not assist in the funding of any new lines or equipment. Town council last week voted in favor of spending $31,607 to install acoustical office panels in the municipal building, to pro- vide more privacy for employees and to help reduce the amount of general office noise. Provision of $30,000 had been approved in the 1989 capital budget for the panelling. Council also supported a recommenation to draw an over- expenditure of $1,607 from its general municipal reserve fund to help pay for the panelling. The panels, to be supplied by Croydon Furniture Systems Inc., are similar to those installed in the recently renovated parks and recreation department area. Although alternative parti- tions made of stud and gypsum board construction, were con- sidered at a cost of $12,000, the coshen acoustical office panel was found to provide the flexibi- lity required in an "ever-chang- ing office environment," since the panels are interchangeable, designed to group together or stand alone in a variety of con- figurations, and they can be easily relocated without damage tW the floor or the panels.
