The public service bas been reduced to the sanie size it was i 1973, everi though Caneda's population is about one-fifth larger today. .The budget bas its bright spots. It deSrit touch mijor transfer payments to people -- such thinga as aid age security pensions and supplements, famxl - allowances, veteraris pensions and allowances, and Uriemployment Insurance benefits. Exempted as well are equahizatiori and assistance payments to lower income provinces. On an equelly happy note, the budget did net contain ariy new federal taxes. It's probably the first time in living memory for mcst- cf us that a government budget didn't raies taxes somewhere. This budget takes direct aim at reducing the deficit. Ites importent to keep inrind that there are two basic categories cf federal goverrimerit expenditure - firat, spending on goverrimerit prograins end,' second, the cost of miterest payments on the accumulated national debt. Betweeri 1972 and 1986, taxes and other revenues collected by the federal goverrimerit neyer once covered the cost of program spening, let alone the burgeoning interest coats. Since 1986, through major cuts te sponding and through tex increeses, revenues have exceeded pregrami speriding and are geining on iriterest coets. This budget further attecks argrm spending and bringe a balanced budget i sight. By te1994-§5 fiscal year we will be repaymng some federal bond-holders and once again will have a firm grip on our economic destiny. This in terri will reduce iriterest rates anid make us more competitive, ensuring there are more good jobs for Canadians. The Canadien people have sent a very clear meseeg that they went the federal deficit and the national debt brought urider control through cuts to goverriment speriding. That's exactly what ie being done in this 1990 budget.
