Current funcing from the 1990 budget would have taxpayers facing a tai increase of about 14 per cent. A decision ta debenture the $3.1-million may lower the tax increase but would put the tai burden on future ratepayers. This is one of the key issues the finance committée is strug- li wih n fforts ta finalize as 999budget.' . Oshawa trustee Gary Kitchen feels strongly that the financial onus should be on the Province. "T'he message needs ta be sent to the Province that they have ta pay for education and quit pass- the buck,»said Kitchen. tbas bPen 19 years (1972) since the board bas used deben- tures. «I arn convinced that in les. than four years, we will, be look- ing at one or two more secondary scools," says Brian Cain super- intendent of business ior the board. Cain explains that each secondary sehool costs about $25- million, of which haif muet be paid by taxpayers. Priorities change, but after Pickering, Ajaxi i. currently neit in lime fo7 a secondary school, followed by Whitby. Cain says that, given the recent Ontario capi'a budget for new schools, it coulldlbe as early as this yar that th4 egon is facigthe financi'nl sadcon- struction of at least one more secondary school. Cain says that I there are advantages sud disadfrantages te, the debenture route. "At this point the di Badvantage is the it costs more. Looking at a long-term debt, the linterest is, significant (over 15; years the interest às $3.5-million; over 10 years, it i. $2.3-million). The advantage i. being able ta take a very high flxed cost sud spread it over msuy vyears 'said Cain.
