...........-...J., à UT inivestigations The Employmnent and Immigration Commission announced that during the last quarter, Oct. 1 to Dec. 31,, 1990, 3,142 investigations dealing with the payment of unemployment insurance benefits were conducted ini the area sered by the Oshawa Canada Empicyment Centre (CEC). The investigations umcoverod instances where laimants have been overpaid for a total value of $383$999. Where abuse is involved, the claimant flot only has ta repay the overpaymentcreated but may also be penalized. In the moot flagrant cases of abuse, the claimant or employer involved mgy be prosecuted. Any benefit underpyment which may be identifled in the course cf an investigation is corrected in favour of the laimant. During the past quarter, 288 penate were impoeed and tbree pr dctons were finalized in the area eerved by the Oshawa CEG. During the same period, 17,572 claimants received $29689,965 in unemployment insurance benefits. According ta the commission, the results confirm that only a sinal minority of inviduals tiy ta abuse the unempîcyment insurance prograff. While very few claimants abuse the srtem, the commission has contro programs ta detect overpayments and to protect the interestae cf al laimants and of the emplotyers and workers who finance unemployment insurance. Among other types cf abuse, the programs detect situations where claimants fail ta declare their work and earnings. The commission stressed that it bas a voluntary disclosure policy under wbich a laimant or an employer can avoid any penalty or prosecution by voluntarily disclosing bis or her offence ta the commisisen.
