Almost 500 gallons of the che mical remain on board the Pnnce Edward Island ferry despite a recent Ontario-government order' authorizmgremoval of the PCBs. Two weeks ago, cabinet passed an order-in-council allowing the PCBs to be transferred to Whitby H dro's storage site on Taunton The province would take full responsibility for the PCBs should an accident occur. The province would also absolve Hydro of any expenses involved in moving and storing the chemical should boat owner Art Robinson default on his part of the tripartite agreement. These had been prime con- cerna of the Whitby Hydro Elec- tric Commission when it agreed te accept the PCBs earlier this year. However, Hydro general mana- ger Tom May said the deal is still subject to further negotia- tions. «We've not come to an agree- ment on all the terms,» said May, who preferred not to ela- borate. "I expect there likely will be an agreementbut who knows?'? said e decined to identify the areas of concern but did say the matter is made more complicated by the fact that more than two parties are involved. Neither Robinson nor hie, lawyer were availble for com- ment. If Hydro gives its gpproval, Robinson willbe in a position to move the PCBs. This would allow the Whitby businessman to sell the ferry which has been docked at the harbour for four years. . But a condition of the proposed agreemer t stipulates that Robin- son enter into a lease arrange- ment with Hydro. He would be rsponsible for al, transportation, site reparation and maintenance, costs involving the PCBs and be required te post' a bond. But should Rpbinson balk at these conditions, he could be in danger of prosecution from, Environment Canada. As a result, she will be taking part in The Students Commis- sion, a national conference in Toronto on May 30.
