Although there have been funding reductiens in the past, United Way allocations chair Howard Srnith said previeus cuts were neyer this deep. Nor were the potential implica- tions as severe, hne stressed. "le's fair te say this will dis- rupt service te people Takin use of these services," sai Smith. "(United Way-funded agencies) probably affect one in three peeple in the community and there's ne question people in the agencies will lose jobs," h e said. While many agencies are dependent on velunteers te help provide services, the larger enes aIse have te rely on p id employees and therefore h ave greater financial needs, said Simith. Simcoe Hall Settlement House in Oshawa, for example, received a $325,000 allocation from the United Way in 1992. It will be short $65,000 as a result of the. cutback, Smith noted. "That's a big, big jump,» he said. As Smith explained, last year's fundraising campaign was only $280,000 short of its goal. But with uncertainty over the local ecenomy, the anticipated shortfall was adjusted upwards, he said. By combining "the usual amount of pledges we can't col- lect," with current and future layoffs at General Motors the revîsed estimate was 59o, Smith said. "In the final analysis, what we decided te do after a lengthy discussion with the agencies and board was a 20 per cent cut and that's disastrous.» Previous shortfalls have been overcome by dipping into the United Way's reserves and ask- ing agencies te take a voluntary eut, said Smith. In fact, even if there had net been such a funding shertfall this year, United Way officiaIs were already cemrnitted te a review of the erganization's fun- draising eperations. Ber Boileau, administrater of the Durham Region Community Care Association's Whitby branch could not predict how the cut wili affect lier agency. "We haven't had any major budget talks at this point se ît's hard te say right now," said Boileau. "But in terms of service cuts I very much doubt there will be much impact. It will probably mean more fundraising on our own,» she said.
