Whitby Free Press, Weanesday. JuIy 28,.1993. Page 5 SOCILeON-iC By Mike Kowalski Local municipal officiaIs are optimistie they will'have social contracts in place by next Sun- day>sdeadline. Witby Mayor Tom Edwards and Durham Region chief administrative officer Garry Cubitt hope agreements can be reached with their respective employees this week. Failure to do so will resuit in the Ontario government's social contract wage law being irnposed instead. Union to respond Durham Region council last week approved a plan aimed at chopping $3.1 million from its payroll. Details of the offer, which were not made public, were presented last Friday to union officiais representing the Region's 1,000 inside and outside workers. "I feel the meeting went very well " said Cubitt. Lemet to explain to them what the plan approved by coun- cil contained. It was strictly in- formation sharing, we weren't looking for any commitmnent today (Friday),» he said. Region officiaIs must now "wait and see what their (union) response wiil be,» said Cubitt, stressing that neither side bas much time. A pokesperson forthCa- dian union of Public Employees (CUPE), which represents Region workers, couid not be reached for comment. A siniiiar deai to the one pre- sented te CUPE is also being g ien te Durham's approximateiy 5 management employees. Aimed at reducing the annual $43-billîon payroll for Ontario's 950,,000 public workers, the social contract law stipulates that agreements must be in place by Aug. 1. Agreements negotiated iocally or by sector -- such as in health care, education and municipal -- must be ratified by Aug. 10. If negotiated deals are not reached, the government wiil im- pose a three-year wage freeze andrequire workers to take up to12 days of unpaid leave a year. Each of the eight sectors iden- tified in the social contract legis- lation has its own spending tar- get. Durham's share of the $275 million municipal sector target was originally $3.9 million. But as the resuit of a tentative sectoral agreement reached last week between the government and Association of Municipalities of Ontario, thié figure drops to $3.1 million. In Whitby, Toiwn officiais must chop another $573,000 from their budget. This is in. addition to the $140,000 cut miade earlier this summer as resuit of a reduction in transfer payments te the muniipalityfrom Queen's Park.
