T/w panel vis ited severol institutions, includiing Whitby Jail on Nov. 9. Upon arrivai at the Whitby Jail facility, the panel was taken into the boardroom in the administrative area. They were met by AI Dvorak, senior assistant superintendent who introduced the panel to Ann White, a corrections officer, and Orville Kerlew, superintendent. Windows in bealtb facility were extremely dirty. 4. Gridwork covering win- dows, etc. througbout tbe facility have beavy build-up of dirt. In ligbt of sbestos removal procese underway, , the panel would suggest that tbe gridwork be cleaned, witb necessary bealtb and safety precautions, te ensure removal of airborne ashestos that may bave settled in these aras. 5. InIc itchen area, bair nets and gloves were net worn by al personnel. Those wbo were wearing bair nets were wearing tbem improperly, L.e. meet of their bair was exposed. 6. a) water temperature in inmatei? toilets apparently bot. fie metal toilet seats conduct e overcrowding still a problern in certain areas. The panel wae taken on a tour of tbe facility. fie panel feit tbe facility appeared to, ho generally secure in the intereste of botb tbe inmates and staff. fie diet provided te the inmates appeared te ho well varied, consisting of quality producta, and servings appeared te ho sufficient. fie administration area appeared te ho well-maintained and the air quality in administration did net seem te ho a problem. fie following je a liet of concerne (in addition te those mentioned by the previeus panel) that the panel feels requires attention: 1. Some exit ligbts located above doors were net lit. 2. Fire safety equipment in adminietration areas was net clearly marked. fie equipment was conoealed and there were ne signe or markings indicating contente of cabinet. Installation of new systemi je underway. Recommend air quality ho analyzed every three menthe in each area and acted upon accordingly, along with baving reports readily available to concerned parties. 8. Access te files -- the panel did not access any administration or operating files during the visit. However, they found the superintendent hesiat to allow accese. Apparently, there is a lack of clarity as te wbat files the panel bas acces. The 1uerntndnt aise, indi cated that previeus panels bave neyer made sucb requests. It je tbe panel's recommendation tbat a list of tbe types of accessible files, records and reports je made available te botb parties and that future panels review these areas. 9. Thore appears te hoe a lack of halfway bouse facilities in Durham that would alleviate tbe overcrowding situation. 10. The panel feit tbe Wbitby Jail appeared te, have a broad volunteer prograin. However, due te, tbe present structural limitations, there je only one program. room and it je extremely eniali.
