The conclusion was reached following a panel discussion cf experts fr-om around the worbd on financing issueri for smail- and mediuzn-sizedbusinesses. The workshop was held during the recent worbd conference on ' Smnail- and Medium-sized Enterpiises and Job Creation: Strategic Issues for Business and Government,' oe'ganized by the Australian governmont and the National Small Business Centre, under the auspices of OECD in Sydney, Australia in December. "In many OECD countries, large numbers of smail businesses consider access to financing a major problem for their business," says Nobuo Tanaka, director for science, technology and industry, at OECD. 'TFor these businesses, the inability to obtain debt and/or equity financing threatens their growth potential or their very survivaL." Moreover, some surveys indicate that access to financing, for many cf these businesses, bas actually deteriorated throughout the early 1990a recession. The world conference stressed also that the recent recession aggravated soîne cf the trends that were already affecting the response cf capialmarkets to the financing needs of small- and medium-sized businesses. For example, weak econoii conditions have affectd banlcs and resulted in increased loan losses in various: market%, including small-business boans. Ail financial institutions have had to implement measures to control credit risk which suggests that lenders have become tougher on their clients. These trends particularly affect smalb businesses seeking export financing, businesses in knowledge-based or emerging industries, and new business startups or younger firms, ail cf which are known as the primary generators cf new jobs in the economy.
