The percentage of Canadians aged 65 and or as increased to 11.6 per cent ini 1991 fromn 7.8 per cent in 1951. Statistics Canada projections indicate that the figure wÃ®ll rise to 18.6 per cent by 2021 and 23.2 per cent by 2036, when the baby boomers of the late 1940s and early 1950s -- who will live longer than previous generations -- will become the seniors boom of the early 2lst century. Our society is faced with the challenge of a growing population of seniors relying on a stable population of younger, working-aged adulte. Pension funds and various health and social support systenis will experience significantly more demand. That is why the federal government has started to consult and plan its strategy for malcing sure today's seniors, and those of tomorrow, can live healthy, secure and independent lives. Today, seniors have higher and more stable incomes than they did at any time in the past. lhe number of seniors living on low incomes has steadily decined since the 1970s, largely because of increased government transfer payments over the years. In 1990, on]y 15 per cent cf seniors were living on low incomes, almost liaf the 1980 level of 28 per cent. The federal government plans to reduce this number even further by targeting assistance to those who need it most. This, however, does not mean that Old Age Security payments to today's seniors will be cut. The governxnent is mrorkÃ§ing on an Aging Society discussion paper which will assist in developing a comprÃ©hensive approach to providing health care and financial and social support for seniors. In the meantime, eisting programs will be rnaintained exactly as they are, for the stability and security of those who depend on theni. In the recent budget, for example, the federa government did not place any spending restrictions on the Old Age Security prograin. Seniors need more than money to b. independent. They require good health, comfortable housing, znobility, freedoni froni abuse and social and communuty involvement. The federal government will assist in these -avenues by ensuring that medicare continues according to the principles of the Canada Health Act. In addition, the government will work with the provinces to provide safe, affordable housing so seniors can continue to live on their own in their coinmumities. The goverrnent will continue to support a five-year study on the causes and prevention of eIder abuse and act on its recommendaÃ tions. As well, the government will establish the Senior-s Directorate ,,within Hea1thCanadja to focusattentio o Uniors iÃ½ssues.
