"In my opinion CLOCA was the poor sister of conservation authorities in southern Ontario," said the Oshawa councillor. "Aàftèr reviewing conservation authorities in other areas, I found their approach superior te our own.» A consultant was subsequently hired by the former authority te conduct an internai review and his report has been forwarded te the new board for consideration, Harrell said. In urging his colleges te act on the consultant's findinga, Har- reil said a «number of opportuni- ties" await them. While sources dlaim the con- sultant's report led te Campbel's firing, Har;reil has declinied te discuss that aspect-of it. Sources also say that in return for a generous severance pack- a. e, Campbell agreed not te fight lus dismissal. Although Harreli, CLOCA chair since 1992, returns te that position, others will assume the chair's duties the foilowing two years. Approving a motion from Osh- awa councillor John GraY, the board appointed Oshawa council- lor Brian Nicholson and Ajax councilior Roger Anderson as chairs in 1996 and 1997 respec- tively. Nicholson will serve as vice- chair this ear and Anderson in 199. ,,ckrig ouncillor Rick Johnsonwile vice-chair in 1997. Whitby councillor Marcel Brunelle, who initiaiiy nomina- ted Harreil, was taken aback by Gray's proposai. But after hearing that the motion was legal and that the appointments must be ratified at the 1996 and 1997 annual meet- ings, Bruneile agreed te with- draw his nominati'on. Brunelle and Whitby resident David Archer were then named te the executive committee aiong with Harreli, Nicholsono, John- son, Claintn councillor Larry Hannah and Katrena Hallidlay of Ajax. Archer and Haliiday were appointed to the 15-member authority by the Ontario govern- ment. The other 13 are ail Dur- ham Region counciliors. Councillors Joe Drumm, a for- mer CLOCA chair , and Gerr Emm are Whitby's other repre- sentatives. The Central Lake Ontario Conservation Authority was recently one of only 13 recipients in Ontario of a plaque of appreciation for participating in ý-êonmuityParks Week 1994.' The Ontario Parka Association and Active Living Go For Green organized the first ' Community Parka Week - Celebrating our Greenspaces,' the week of Oct. 1 to 7, to encourage "community participation in outdoor activities that respect and protect- the environmTent." On Oct. 1, the authority held a pancake brcakfast at; Bowmanville Harbour Conser- vation Area to celebrate the officiai opening of a portion of the waterfront trail. The event was a joint venture of the Waterfront Regeneration Trust, the municipality of Clarington, and the Region of Durham, wth the assistance of the Optimist Club of Bowmnanville.
