Tho 'recent budget exelifiles this, governiment now creates the environmient for a flourishing economny, goverament is not a major spendor Frygom now on .the federal governiment will set the rules for' economic activity but will not be involved in actual runming of- businesses. It shouldn7t be surprising then to see goverament privatizing Canadian National and Petro Canada. Cutting 45,000 civil service jobs over the next three years also refleets the new apprùach to governing. Government wants to be smaller,, more efficient and emulate private sector practices. We need somne civil service pay cheques related- to taxpayer satisfaction .axid. advancement based on menit, flot just years of service.' The elimination of freight and grain subsidies recognizes how distorted are the' transportation markets. In some cases transportation subsidies worked against our manufacturing seçtor. It neyer made sense to me that grain in Regina, going to California, had to travel to Thunder Bay first. With reduced grain subsidies, prairie farmers. will have to start thinking about manufactuning goods such as pasta and flour rather than juat simply selling raw product. mIn Durham, the 1.5-cent-a-litre price increase in gasoline is one effect the budget wilI have on consumers. I don't thirk the hike wiIl increase the price of consumer goods. Inflation is stili projected to continue at Iess than two per cent. The 30 per cent reduction in subsidy for industrial milk over two years will have some effect on dairy farmers.ý But Durham farmers are more concerned we stick to our guns on GATT. The Americans want to apply NAFTA which would lower dairy tariffs quicker. This governiment maintains GATIT takes precedence over NArI'A. This will ensure Canadian tariffs on dairy producta will be maintained under GATT regulations. Some provinces are now saying the federal* governiment downloaded its debt problemn on the provincial taxpayer with this budget. Ites an old and àtaIe argument. You've ail heard it used by politicians who.fail to realize the alarmn has gone off, the dlock has stopped, and the time has come to get their own economic house in order. There is nowhere for themn to hide now. They must govern. Alex Shepherd is MP for Durham riding which includes Whitby, north of Taunton RoacL To reach his constituency office, cail 721-7570 (Oshawa).
