Former Durham Board of Education trustee Tanya Gulliver remains opposed to the deatli penalty despite the recent losa of lier youngest brother to tragic circumstances. In a letter to the editor whicli appears in today's Free Press, Gulliver reiterates lier long-lield opposition to capital punishment even in the wake of lier brother's murder on July 8. Tyler Gulliver, 23, was illed after an argument lie lad with another man during a lieuse party in Peterborougli turned violent. According to 'Peterboroughi police, the assailant first stabbed Gulliver with a knife and then stabbed two ether men wlio tried to disarm him. William * Snape, 31, of Peterboroughi, was charged with first-egre murder and two counts of attempted» murder and is currently in custody awaiting a bail liearing on Aug. 15. In lier letter, Gulliver admits to briefly "fantasizinýg" about Tyler's kçiller being executed, but after further consideration she realized that this would serve no purpose. "I went ta the (annual) meeting at Whitney Hall and asked about the reason for the increase," said Walcliuk. 'They kept saying it was the cost of ice time, the cost of this, the cost of that...costs, costs, costs," lie said. "I asked to see the books because I thouglit tlie costs liad gone up too mucli and tliey were charging too mucli, but I couldn't get them." Walcliuk said WMHA treasurer AI Westcott told him the association would refund a portion of the registration fee if "too mucli money" was collected. But neither Westcott nor former president Mike Brousseau offered ta go over the association's recordsà with him, Walcliuk said. "They put out a financial report for everything lumped together, but wliere is it for house league?" lie asked. "Last year I let it go, but this year, wlien I s'aw-tlie rates go up again, I said Tliats it, this is too mucli.' (The registration fee for the 1995-96 season was $260, payable by July 15. For those paying before April 8, the fee was $245.) "When I saw the fee for this year and I saw tlie $27,000 (surplus), I knew this was not riglit." According ta the treasurer's report, the WMIIA liad $529,796 in receipts ini 1994-95 with the buik ofit coming from $3 19,835 ini registration fees. Other sources cf inceme included* $79,500 for those playing at the representative- level and. $45,814 in sponsorships.. With $517,303 in expenses, the WMHA finished the year with a $12,492 surplus. But wlien combined with a $14,500 surplus from the- previous year, the association was $26,993 in the black as of April 1. "I figure there sliould have been a minimum $50,000 surplus from house league alone, not just the $27,000 overail," said Walcliuk. Walcliuk bases his calculations on the number of children playing hockey (approximately 1,250 last season) and his knowledge cf the type cf expenses involved from liaving been active in tlie Whitby Men's Hockey League. However, Brousseau insisted that lieuse league liockey is. net subsidizing the other levels. He also does net believe it te be a "senious concern" cf ether parents. "Te my knowledge there's been ne fermal request that we keep track of coes separately,"M said Lang, wlio was net aware of Walchluks discussions with Brousseau and Westcott. Lang recalled that lie brouglit up the same issue himself about 10 years ago and "we raised rep fees ad a resuit." Lang explained that players at the representative and select levels are assessed additional fees, but it is dene on a team, rather than on an individual, basis. "Fer example, we will assess a rep team $3,500 extra for ice and it's the responsibility of tlie team as ta liow they want ta pay it," lie said. "Tliey can assesa it ta the playerg or liold fundraising events." Lang also defended this year fee hike even in liglit cf the association's apparently liealthy financial condition. "Wlien you don't have reserves and'you comùeita luforeseen ceets, you could have problems," lie said. "House league feels they're subsidizing other levels and the other levels feel tliey're subsidizing lieuse league," lie said. "I can't factually say one way or the other that there is a problem ... but then Ive neyer seen a breakdown." However, Meek noted that parents of representative players "get hit 'with a heavy cost.
