Town of Whitby public works director Wayne Hancock says some householda in Whitby have received flyers from a company in Oshawa advising homeowners to place' their newsprint and cardboard part way down their driveways or on their front steps for collection. Hancock Baya sucli pickups are illegal and resuit in less revenue from the marketing of recyclable materials. Sucli revenue helps to offset the cost of municipal waste collection and reduction pro grams, and the expansion of the Programs- Lost revenues could be made up by an increase in property taxes or ,0rise areduction in services, he warns. in June, The Free Press reported that scavenging was occurring, particularly newspapers and other recyclable papers afler a shortage of recyclable paper caused prices to skyrocket. No bylaws, either at the Region or Town level, were in place to- stop scavenging. In July, the, Town passed a bylaw prohibiting the removal of any waste or recyclable materials from the curb. Any person charged, and prosecuted under the bylaw is subject to a fine of up to $5,000 if convicted. The Town offers *500 to anyone witnessin2g scavenging and if a conviction is obtained. Other municipalities in Ontario have reported scavenging, many losing 25 to 35 per cent' of newsprint and cardboard placed curbaide.
