Last month Town staff pro- cessed the highest number of building permits in Whitby's his- to7total of 388 permits, having a value of $64. 7 million, were issued in December. -This brought 1994's final tally te 1,380 permits at $200.6 mil- lion -- an 83.9 per cent increase over 1993's $109.1 million and the highest figure for one year since 1990. While the residential secter accounted for the bulk cf Deoem- ber's permits at $53.8 million, Mayor Tom Edwards points te figures for the all-imp6rtant com- mercial and industrial sectors. Eight commercial permits at $9.1 million and two industrial permits at $1.8 million were issued.. million dollars in one month is not to be sneezed at,» said Edwards. This amount of development not only provides jobs in the construction phase, Edwards said, but "several hundred per- manent jobs" when the buildings are operating. For example an $8.2-million permit for the h4ome Depot ware- bouse store in south Whitby was issued. About 225 people are expected te be -hired when the Victoria Street outlet opens for business. Although non-residential building- permits were the highest in recent years, Whitby, for the most p art, managed te avoid the problems which pla- gued many communities during the first haîf of the decade, Edwards noted. "In the depths of the recession, we still endied up with an' in- crease cf 90 industrial jobs in 1993,» he said. "In '94, still feeling the effects of the recession, that figure was around 600." When combined with commer- cial jobs, the total of new jobs created in Whitby was about 1,000, Edwards said. ."Unquestionably, the con- fidence in the future of the Town of Whitby is firmiy placed amongst th e business and com- mercial sector,» he added. Edwards' optimism notwith- standing, 1995 is not getting off te ag mstart. ItT Cannon announced last week that it will close its Whitby More-works Two projects worth $452,720 have been approved for Whitby under the Canada/Ontarjo infrastructure works prograin. Ail ofthie funding will be used te upgrade storm sewer infrastructure in the tewn. There will be $390,720 te undertake a storm sewer twinning along Dundas Street East, from Garden Street te Craydcn Road. The project will help eliminate flooding ad property damage in the area resulting from containation of sewer and water systems. The remaining $62,000 will be used te replace the storm sewer on Princess Street. Work on the two projects is expected te be completed by June 1995. These projects are in addition te seven others worth $5.8 million announced ealier this year. flhey include the expasin fthe Whitby Seniors' Activity Centre, equipment replacement at -two playgrounds,-construction cf a new fire hall, road reconstruction, bridge rehabilitation and streetlighting upgrades. < PRETTY AS A PICTURE! For example, only 91 residen- tial permits were issued the pre- vious month. An officiai in the building sec- tion of the Town's public works department said two subdivi- ions -- one in Brooklin, the other on Taunton Road near Oshawa -- account for about 200 permits, with the rest scattered through-' out Whitby. However, the officiai specula- ted that many. builders' were escaping a new development charge which took effect on Jan. Recent provincial legisiation allows school boards te impose a levy on ail new building con- struction. In Whitby, the levy adds $1,728 te, the cost of each resi- dential unit -- $1 389 for the public board and Ã339 for the separaeboard. The boards will alsoý take 1.33 per cent of the declared value of non-residential buildings -- 1.07 per cent and 0.26 per cent res- pectively. According te a report from the Town treasurer, a person or com- pany applies te pîay thé charge, whenthe apiy or a permit. Once th e application te pay is approved, the rnunicipality coi- lects the money which goes inte a joint account. The Ontario Ministry of Edu- cation decides which board wili et money from the account, bsed on their requirement for capital. Ail five categories registered increases in 1994, the December building report notes. The value of residentiai per- inits was up -53.1 per cent from $88.3 million te *$135.3 million. Commercial rose 21.6 per cent from $11.8 million te $14.3 mil- lion, while 'industriai. jumped 134.6 per cent from $1.6 millon to $3.9 million. Institutional registered a whopping 544.8 per cent increase from $57.2 million te, $46.5 million as construction of the new $133- million Whitby Mental Health Centre was weii under way. Finally, the value of agricul- tural permits increased 503f.7 per cent from $96,412 te, $582,076. Building permit fees coilected by the Town ini 1994 tetalled $1.8 million.
