Whtby Free Press, Wednesday, December 20, 1995 , Page 27 Marsh group gets no speciaiprivileges PROM PAGE 1 Instead, we got another letter and a different set of circumstances." Mitchell said he interpretod SLM's consistent probing of miarsh-relatod mattors as "wanting to get in and watchdog our staff' and te that he was vehemently opposed. "SLM should not have any more rights than any other group. Staff should only respond when they think it appropriate," ho said. "rm flot questioning their sincerity, but I don't think there's a place for any more spending of taxpayers' dollars. "eyhave the ears of some councillors -and that's fine, and they have ail the avenues available as any other ratepayers." Although Mitchell said SLM's mandate is te stop the development and ho accepta that fluet, both ho and councillor Dennis Fox criticized the group's tactics. Mitchell conceded that. the development proposal was a 'big issue" in last yoar's municipal election. campaign,1 'but only becauso people* thought we were filhing in the Lynde Creek." Ho said SLM was responsible for creating the "myth" that there is an "elaborate conspiracy to, destroy the marsh" and any governiment agency or body which does not share the group's views is part of Included in this ca tegory are the current and' previous Town counicils, Durham Region, the Central Lake Ontario Conservation Authorit3f, varlous provincial government ministries and the Ontario Municipal Board, Mitchell Fox agreed with Mitéhell's conspiracy theory. It concerns me when I hear the rhetoric of the last few years that this council hasn't done the job or staff hasn't done the job and that when something happens there is some sort of conspiracy," said Fox. I take exception to that. Often these people are in possession of only half the facts." Fox said former councils were caught 'between a rock and a liard place" in that the Ontario government was a partner in the development echeme.. (Although it has flot yet been announced, sources have said the province intends to soul off its holdings oast of the Rose Corp. property.) "The province was one of the major iandowners and when the council of the day asked for an environmontal assessmont, the province rofusod," said Fox. Tnstead, a 200-page consultant's study commissioned by council formod- the basis of an envfronmental management plan and it reoeived the blessingsof al appropriate agencies, Fox noted. 'This has dragged on 12, 13 yoars and peoplo forget what happens and I can appreciate that," he said, 'but people have to be reniinded." Fox said it would have been "ewrong and irresponsible" for council to have turned down the development and thon taken its chances at the municipal board. "If we had done that, any opporttunity to change it, influence it, would have been taken away from us. "We did get safeguards, they're flot perfect, but we did get them." Stating that I wish- I hadn't heard of the Rose Corp.," Fox added I wish they (SLM) would stand up and care more about people than trees. I care about trees, but I'm not going to waste our staffs time looking at every board, every nail on the road." Declaring that he is "fed up with thom," Fox accused SLM of distributing an election flyor that was "erroneous and full of lies."> "If any of us had been loss of a person, there would have been a lawsuit," ho said. 'They wanted to play polities and I'm proud that this council didn't play politics." Although she supported Mitchell's motion, councillor Shirley Scott did flot share her colleagues' sentiments. "I think SLM has te be congratulated-, it's an environmentally sounder development," said Scott. "Because of* them we have a better development," she said, adding that "the motion is good, it's only the rhetoric I object to." ifWhile ho feared council may be "pourlng oil on the fire," Mayor Tom Edwards agreed that the matter must be put to bed. "Our desire is te protect' the wildlife and habitat of that area," said Edwards. "I could not have voted for it unless those protective measures are maintained," ho said. Noting that this is a development which "council did not seek," but was thrust upon the Town by the "Province of Ontario, followed by Durham Region, followed by private individuals," Edwards was confident "we can have the best of both worlds." MPfurous over o bstrucion - FROM PAGE 1i Seeking te give oach riding in the province about 98,000 residents, the commission propose croating a now riding of Pickering-,Ajax and a revamped Ontario riding., The new Ontario riding includes ail of Whitby and Uxbridge, the rural area of north Pickering and ail of Ajax north ofHlighway 2. Ontario riding,, which now lias tho third largost population in the country at 215,000, would have almost 99,000 residents. The new Pickering-Ajax riding would have about 103,000. But in a presentation te a House of Commons sub-committee in October, MdI'eague.argued against tho proposed ridings, claiming that the commission gave precedence te "numerical parity" over the intoreste of people and communitios within the current Ontario riding. I believe that extending the northern boundary of Ontario riding aimost te Lake Simcoe, is quite frankly, ridiculous," said McTeague. 'There is little commonaiity of interesta between the rural region of Uxbridge and the Town of Whitby." According te Md'eague, a more sensible approacli would l>e te leave Uxbridge in Durham riding and croate new ridings by splitting Ajax along Highway 2 and adding each ha]f to Whitby and Pickering. The northern and growing portion would go te Pickering, while the southern, more established, section would join with Whitby. Each riding would have a population of about 110,000 which is within the quota establishèd by the commission, McTeague notes., McTeague's submission te the commission lias received the backlng of council in ail three municipalities, but with the apparent death of Bill 0-69, the commission's proposaI is likely te be proclaimed. Although there is a remote chance tho commission could still adopt McTeague's proposaI, ho admits the odds are slim. I thlnk the commissioners erred in a number of ways and they've been encouraged by a mischevious Sonate hoîl bent on. keeping the errors ini place," said McTeague. McTeague said new ridings can be created without creating more ]Ridings in ameas of low or Stagnant growth sucli as northern Ontario and parts of downtown Toronto could be merged, ho said. Ironically, McTeague's sentiments are. shared by the leader of the. opposition Progressive Conservatives in the Sonate. In fact, Senator Lowell Murray believes parliament should consider reducing the size of the House of Conimons. "'Bill C-69 doesn't address that problem at al," Murray teld The Free Press.' "That's a constitutional issue. Ho (McTeague) knows the House of Commons wouldn't look at it in constitutional terms." Murray said Isa party would probably have endorsed the bill, exoept for the fact that it us:ýrps the work already done by thie commission. "If it passed we could not have an election on 1991 census figures until sometimoi 1998," ho said. An election held before thon would be fought under curront boundaries, Murray noted. "Ontario would have four seats fewer, B.C. two seats fewer. Some areas would be grossly >.verpopulatet. and some underpopulated." Unbess Prime Minister Jean Chretien decides not te prorogue parliament and the current, session continues, Murray expects the commission'% proposals te be in effect for any élection after January 1997.
