According to a parka and recreation department report, the increase is needed te offset the luas of vessels te other marinas, either private or publicly-owned, that previously offered lower fees. But morit marinas on Lake Ontario are planning -on raising fees in 1996, some as. much as 25 per cent, and staff anticipate many boaters returning te Port Whitby as a resuit. Although Priest was accompanied by Harold Hough, president of the Pickering Harbour Company, and Peter Dean, operator of Bluffera Marina in Scarborough, neither was allowed te speak. Mayor Tom, Edwards informed Priest that council rules dictate that only those people who notify the clerk's department, as Priest had done, may address council. Even though Priest pointed out that the staff report contained false information about the rates charged by Dean, Edwards did not change bis ruling. When Edwards asked Priest how muchý of an increase would be sufficient, the latter replied that a doubling of the rates- would be fair te private operaters. He said council should read a report on the subject whlch was prepared by David Crombie, head of the Toronto area waterfront commission. According te Priest, Crombie recommende that municipal governments give serious consideration te raise docking fees by 50 per cent or privatizing their holding. 'Mimes are changing.
