Potticary and Gartshore a.gree.... *Whit by and Oshawa unite agarnt Seaton By MICHAEL KNELL Free Press Staff In an unusual act of co- operation, Whitby Mayor Jim Gartshore and Oshawa Mayor Jim Potticary supported a resolution that would have seen the Region of Durham advise the province that it is against the North Pickering proposal known as Seaton. Both Potticary and Gar- tshore referred to the proposal as an overflow or spillover from the City of Toronto and was not in the best interestc of the rest of the region. 'II think the whole thing is a pie-in-the-sky operation," Gartshore told regional coun- cil. 'II think it's a bad move," Potticary said. Gartshore said that the province is spending millions of dollars promoting other areas of the region and that Seaton should not go ahead un- til existing development potential is exhausted. He also pointed out that there is a negative population growth throughout the region and the population would flot be here to support it. "I'd like to know where they'll get the people from," he said. "'Seaton will take away from (other parts of the region)," Gartshore said adding that there is no industrial growth to support such a project. Potticary, echoed Gar- tshore's thoughts by saying that "what they're (the On- tario Land Corporation, the developer) going to have is mostly homes. " "Industry is needed," he said, not the department stores and other services highlited in the developer's proposai. Gartshore said that there were hundreds of emnpty in- dustrial acres throughout the region and that these should be developed before any new projects are begun. "Thinking of the potential growth in the 1980's, we should suggest to the province that they leave it atone," Gar- tshore said. "The industrial growth will not happen, " he said. "There's too much com- petition two and a half miles away in either direction, " Pot- ticary said. Potticary said that the region already has a $57 million dollar investment in pipes in the ground already and if this project went ahead the region would have to make another sizable investrnent. "It's going to cost us ail," Gartshore said. Their arguments were not strong enough, however, to convince their collegues to take the immediate action they wanted. In a 16 to 10 recorded vote, council referred the motion to a joint report of the planning, public works, finance and social services committees. That report is due to council on April 30, 1980.
