In 1976 the figure reached on ahl-tume high of 91,702. The most significant in- crease is in the area of fraud offences. This category ac- counted for 3,804 occurren- ces, up 18.4 per cent from last year's count of 3,212. The statistics for homicide, rape and van- dalism have not changed substantially in the last year. A five per cent increase in the number of traffic ac- cidents reported brings the 1979 total of 78,585. The number of people killed in OPP-reported traffic ac- cidents was 989, an increase of 7.2 per cent. There were 32 multiple- fatal accidents in which three or more persons died. A total of 118 died in the 32 accidents. Twelve 0f these accidents happened when drivers crossed the centre line and drove on the wrong side of the road. 0f the 12, il were attributed to drinking drivers. "We regard seat beits as the single most important factor in saving lives on our highways," said Grahami. "O0ver 27,000 charges for failure to wear seat belts were laid last year and I ex- pect this high level of enfor- cernent to continue." In 1979 Ontario Solicitor- General Roy McMurtry in- structed the OPP to inaugurate two major programs to combat the in- creasing tolof accidents. Twenty-four patrol units in Barrie, Mount Forest, Peterborough and Down- sview OPP areas are equip- ped with. portable breath analysis units. In a five- month evaluation period, 1,115 charges of impaired driving were laid following roadside tests on drivers. A successful test project of enforcement patrols on major highways using radar-equipped unmarked cruisers was expanded to in- clude ahi of Ontario south of North Bay. A further enforcement measure in 1979 was the reinstatement of the Opp aircraft patrol with three aircraft. It expanded during the year to six aircrafts. OPP air patrol officers laid 21,215 charges in the year. "'That budget was the issue that brought down the govertnment. And that budget has been the issue throughout the campaign," dlaims Dickerson. The Liberal Candidate says the Tories are going around saying "lit's Urne for tough measures. To this, Dickerson says, "'Candians know that the economic situation is just about the whole world presents difficulites. " However, Dickerson says the Tory budget "was a cure worse than the disease. " "Let the facts speak for theniselves," he says. Dickerson pointed out what he believed the budget would have done to Canadians. "'To increase the federal excise tax on gasoline by 18 cents, Dicker- son says, in one year alone, would have taken an ad- dition.al $2.5 billion from Canadian taxpayers. "He says the Tory scherne was to have this money pay for their littie mortgage deal. "lHowever, everyone would pay more for gas and only a minority (One-third of Canadians) would have been eligible for the mortgage deal," says Dickerson. Dickerson says the budget masures "'would mean an increase of over $700 a year to the average household east of Ontario, and about $600 a year west of Ontario, by 1982" people who rent pay for the mortgage scheme? Dickerson also points out that "for the first time in Canadian History" com- mercial users of gasoline and diesel fuel would have to pay excise tax. He says, "Farmers, fishermen and users of public transit would see their cost escalate. " According to Dickerson, the excess tax on gasoline would "raise the price of food and other essential goods and push the inflation rate to double-digit levels. " The Liberal candidate at- tacked the Conservatives concerning t.heir promise to cut taxes by more than $2 billion. "That budget raised taxes by Almost $3 billion" hie says. He says the Tories have been travelling across Canada claiming "their budget is one of restraint and deficit reduction. " According to the Liberal candidate "the attempt to reduce the deficit is a sham". He added, "In fact, there are massive new tax in- creases and massive new expenditures. By 1983-84, the Tory budget would be t.aking an additional $16'billion a year froni Canadian households through higher taxes and energy costs.
