Entitled "Cleft" is part of a collection of 26 art works that were presented to Elizabeth II as Ontario's gift in honor of Her Majesty's Silver Jubiles. "Cleft" was completed in 1976 and is made of wood and fiberglass measuring 30 inches deep by four feet in breadth and eight feet in length. A 5.1 mil, or between $30 and $40 per homeowner, in- crease was indicated in early budget discussions although with the final budget almost in, Whitby's top civil servants have pared their budgets so that- the actual increase will be about 3.3 mills or about $20 to $25 for each houseowner. A $75,000 water and sewage reserve fund could be used to further decrease the tax hike although it is expected that the money will be used to offset the town's share of the cost of municipal bus service. Final costs are expected to be budget chairman, East Ward Councillor Joe Drumm's hands by February 13. It has been estimated that the service will cost $180,000 a year to operate, of which the town will have to pick up more than $90,00 the final budget proposai should be before council before the end of the jnonth. An increase of 3.3 mills represents approximately a four per cent rise in taxes and will be the first increase in three years. Drunim said that the budget is "a good one" ad- ding he is "pleased with how it is giving us what we want without a large increase."
