WEDNESDAY FEBRUARY 20, 1980, PAGE 9 N ew planning act bad for sehool board Sims says 'Absolutely unacceptable to the region" is how David Sims, one 0f Whitby's two Durhamn Board 0f Education trustees, described the new planning act presently being drafted by the province. Sims, a lawyer by profession, said that the new act would impose further restrictions on Boards of Education when land is needed for new schools. He said that the approacli was "lucicrous" for Durhiam as it is one of the few boards in the province that will need new schools in the future. "We have sites in Pickering, Whitby and Oshawa where development lias not been as rapid as we first anticipated and the op- tions have run out," he said. " That means that we have to start negotiating again and the cost of land, in some cases, could even have doubled. " The new act, once passed, wilI restrict options to a three year period and in- cludes a new 10 per cent non- returnable deposit thereby increasing the load on the property taxpayer if the op- tion is not taken. Sims also said that while the province stipulates that five per cent of subdivsion land be set aside for parks, boards of education are left on their own to purchase Ambulance cails For the week ending at midnight last Sunday, tlie Whitby Ambulance Service responded to 77 caîls for ser- vice. 0f these, 23 were standby calîs for other ambulance services in Ajax and Osliawa. There were 29 non- urgent calîs. The service also respon- ded to 22 emnergency calîs and to three motor vehicle accidents. land. He said that lie feels that the same land rights should be given to boards as are given to parks. "That would end some of the problems after all, the education budget takes about hlaf of the taxpayers money," lie said. The board moved to act on tlie matter in two directions at their last meeting. Firstly, the board wîll seek a meeting witli area members of the legisiature to discuss their concerns and, secondly, will ask the provincial governmnent for -a date, at which, it can ad- dress the standing commit- tee studying the proposed legisiation. The board also passed a resolution aimed at developers who rnay have been making false dlaims on the construction of schools. within a subdivision. Potential home buyers are often directed to a plot of land where there is a sign saying - 'school site." The board has said that the decision on whether or not to build a school rests with the Ministry of Education and that developers cannot assure home purchasers that a school will be buiît in a cer- tain place or at a certain time until it receives rninistry approval. The resolution stated that "That purchasers of the homes within the develop- ment (must) be advised with or within the agreement of purchase and sale that om m mmmm m~mmmmmm* : MIAMI BEACH6ylour g Departure Date MARCH 15/80 * TranporÏation via Chartered Voyageur Deluxe air Conditloned Motor Coach I M TOUR IPJCLUDESI I 15 NIghts Accommodat.ion * Guided Tour of Washiington D.C. Sims claimed that the resolution is needed because 'lin too many cases, the level of expectation rises and later there is great disap- pointment. "That translates into potential poilitical heat for the trustees and we don't feel it is warranted," Sims said. "It also gives rise to political cynicism.
