"Someone has to pay for the energy crisis," I' e said. Ashe said that the Liberals have neyer had an energy policy and gave credit to the government of former Prime Minister Joe Clark for "4starting to do somethîng" about energy. Political watchers have said that one major reason for the Tory defeat was that Davis did not throw his weight behind Clark soon enough and once lie did, it was not enougli. Ashe, however, seems to disagree with this but only slightly. GEORGE ASHE Consultant "There is no doubt ttlat we have a difference of opinion," Ashe said adding that Davis was simply trying to look out for the best interests of Ontario. "There is also no doubt in my mind that if Clark had done a littie more, a littie sooner, things would be dif- ferent he said. Ashe said that the Conser- vatives were "at least heading in the right direc- tion" but that their policies were not specifie enough. He also felt that Ontario, as the largest consumer of Alberta's oil, was getting "screwed" in the negotiations over pricing. Ashe added that his biggest concern was that the price of où was not working into Ontario's equalization plan and would result in the province's failure to achieve a balanced budget. The parliament secretary to the Ontario Minister of Energy predicted that the new governrnent's negotiations with Aberta will be long and hard and that he could not forsee any solution to the problem. "I predict that there will be no resolution between the federal government and Aberta and the entire issue will end up before the Supreme Court. Recently it was made known to thie committee chat the re-development of the hospital would likely not take place until 1982 or 1983, instead of the summer of 1980, the original starting date given to the committee by the Dennis Timbrell, On- tario Minister of Health. consequently the commit- tee, under the chaîrmanship of Marion O'Donnell, a member of the Durham Region District Health Council, is in the process of requesting additional resources to better address -the terms of reference given it. This means that the original time frame to ad- vise the District Health Council and Health Minister Timbrell before the end of June 1980, would be advised. The Planning and Priorities Advisory Commit- tee, comprised of hospital and community-based men- tal health service officiais, intends to compile an inven- tory of mental health ser- vices available in the cat- chment area of the provin- cial psychiatric hospital (which includes Victoria County, Durham Region, York Region, and a large part 0f Metro Toronto), and to assess the mental health service needs of the catch- ment area residents, making recommendations on how these needs may best be met with particular reference to the role of Witby Psychiatric Hospital. The committee meiubers are looking forward to receiving input from con- cerned groups in the com- munity, including, among others, the Town of Whitby, various social service agen- cies and local public hospitals.
