Council made the decision at its last meeting in an at- tempt to reduce a heavy tax increase of up to 20 per cent on five of the region's eight municipalities. Aker said that the cuts could only be made in some areas of the social services department and in the finance, public works, plan- ning and management committee departments. The Oshawa councillor said that the majority of programs run by the region are at the instigation of the province who gives the region a cost-sharing agreement. Enun wants town to go after Seaton ïindustry Regional councillor Gerry Emm failed in his attempt to have the town go after in- dustries that had planned to locate in Seaton at council's last regular meeting:ý. GERRY EMM While Emm said that he knew of no specific in- dustries planned for the Seaton projeet that was shelved recently by Ontario housing minister Claude Bennett, there have been in- dications that "lthree or four industries were going to go into Sea ton." Emm suggested that the town meet will Premier William Davis and offer to bring those industries into Whitby. "If they are there, we may as well go after thei, " he said. III arn sure the people of this area would support He also said that the town could also "congratulate the premier on cancelling the project. " It is rather a great thing for this municipality that the matter has been deferred," Emrn said.j Mayor Jini Gartshore said that he will take the subject up with MPP George Ashe (PC-Durham West) adding that '"I hardly think it is wor- th going to the premier." "It's delaying the inevitable," he said pointing out that the reduction will oniy have to be made up at some point in the future and that the rural municipalities will have to pay the in- creased taxes." Aker said that any reduc- tion would almost certainly mean a reduction in ser- vices. As an example, Aker said that if the $1 million target figure was met, it is possible that the social services department would flot be getting two more farnily coi.msellors this year. Most of Aker's concerns were echoed by Whitby Regional Councillor Gerry Emm, a member of Aker's finance committee. "If the service is deman- ded by the people, the people will have to pay for it," Emm said. He also said that the $1 million reduction would mean a loss in services provided by the region. "It will mean a cutdown in service and with the Firestone situation I would be very reluctant to cut ser- vices especially in the social services area, " he said. Emm also believed that it would be difficuit to find the money needed to reduce the regional levy against homneowners by five per cent, again because of the standards and programs set by the province. "Most of our budget is related to grants and sub- sidies frorn the province," he said, adding that next year couid turn out to be a bigger problemn than this one. "Next year will be a problem," he said. "This is goint to continue. " Emm said that the root of the problern was the in- crease in land and values which was added to by a "icertain arnount of speculation." Where does Emm expect the cuts to be made? Aker was also quick to point out that no reduction in the tax levy may be forth- coming because the motion only required that the cuts be recommended to council as a proposai. Therefore, in Aker's opinion, it is possible that no reduction wilI be made.
