Mel-Ron Construction Ltd. was authroized ta begin the work ½by the council's management committee at its meeting last week. Regional Councillor Ed Kolodzie (Oshawa>, a mem- ber 0f the committee, said that he was unhappy with the procedure used to hire the firm and will bring the matter up at today's meeting 0f regional council. Chief Administrative 0f- ficer Bob Richardson said that repairs are being made ta the building's west wall as well as ta the roof aI the council chambers and that it is being financed from the region's contingency fund. "A structural analysis prepared two years ago by Totten, Sims, Hubicki Ltd. (also 0f Whitby) said that a buldge had developed in the west wall and last winter iL worsened considerably," Richardson said. He went on ta say that the repair work had been ap- proved in the 1980 budget but it was supposed ta be finan- ced by debenture. However, since the demand on the con- tingency fund has not been as great as expected, the un mes w MEADOWCREST SCHOOL Recently Parents attended the Grade Eight Graduation Exercises at Meadowcrest Public Sehool. Susan Smith Brown's Foodmaster (before Saturday noon) finance committee recom- mended that the work be funded from the account. Richardson also said that the project was not tendered because of the nature 0f the work that had to be done. "They really didn't know how much was involved until they began strippin away thewall," he said. Richardson, who is resigning as Durham's top civil servant on August i to take a similiar post with Waterloo Region, did say, however, that the project was under rigid contrai with funds only being spent as Lhey are needed. Mel-Ron has done similiar work on the building in the past, Richardson said. Kolodzie said last week that he is unhappy that the project was being paid for out of the contingency fund. "It was set up in case aur welfare payments are larger that expected and I'm afraid we might end up going ta the province again for more money like we did earlier this year," Kolodzie said. Ht said lie was "disturbed" that the com- mittee "rubber-stamped" work already begun under a non-tendered contract. The work had begun on JuIy 14, two days before the management committee meeting. Kolodzie was also critical ai the way that Richardson handled the hiring 0f Mel- Ron. "This was a report brought in by the chief ad- ministrative officer and I hope that our new man daes joot operate in the same way as aur present man," he said adding that he did not believe that the repairs were needed 50 quickly. Whitby Mayor Jim Gar- tshore, chairman ai the management committee, said that the hiring ai Mel- Ron on a "purchase order" basis would save the regian money. He also expressed doubts as ta whether such a repair job could be awarded by tender because 0f the need ta inspect the damage inside the west wall. "Some jobs you just can't teli what you're getting in- to,"hesaid. Garthshore said that it would probably cost three Limes as much to finance the work by debenture and that by using this method, the costa could be more easily controlled. s w s * SA * E A A là SU s s s 's:. o. e..,. g e. e e e. *e ses . e. g s o D.
