WEDNESDAY, SEPTEMBER 3, 1980, WHITBY FREE PRESS Port Whitby residents charge that region is pollutineg P-rin mgle Creek By MICHAEL KNELL Free Press Staff It would appear as though the residents of Port Whitby are dlgging in their heels for a long fllght wlth the Region of Durham over pollution in the area which the residents dlaim is caused by the region's sewer control plant on Vic- toria Street. Last week, the residents, led by Bert Mondria of 1504 Dufferin Street, met with officiais from the Ontario Ministry of the Environ- ment and toid theni that the region is allowing pollution in the area to, increase. Mondria told the MOE of- ficiais that he took sampies from the Pringle Creek, both north, and south of the plant ýand had them tested for pollution at York Unversity ln Toronto. In tests for ammonia, Mondria said that as great an amount as 7.2 milligrarns per litre were found in the north effluent pipe. The sampies were taken between March 29 and March 31, mostiy at niiht. "Your (MOE) tests of 1977 for ammonia showed a mean of 2.24 which were w~~~~ -m - -~ ~ m -m m m m- --m-m REVISED SCHEDULE SUNDAY 1:.30-5:00 PM, 5 00-7 OW PM 7:00-10:00 PM MONDAY 4:00-6:00 PM 6:00-8 OC PM 8:00-10:30 PM TUESDAY 9:30-11 3OAM 4:00-7 00 PM 7-00-10:00 PM cause for alarm as fish and other marine life were killed, " Mondria said. "Our tests thus show the pollution is on the increase, no fish can survive. 441t is also interesting to note that the north pipe is spilling effluent into the creek and is 247 per cent higher in pollutants than that of the south pipe, ac- cording to our tests," Mon- dria said. He said that because the MOE oniy takes sampies between 10:30 a.m. and 3:3; p.m. and neyer during the night or on weekends, à . Thus the Region of Durham can dump ail they like, Vreated partiaily and totally untreated waste without being detected, as long as they do it after hours and on weekends, Mondria said. "'That thià occurs is no secret to the residents, " he said. "The stink, that depending on the wind direction, is sufficient proof , no to mention the dyes that colors the water- on weekends. "* Mondria called on the ministry officiais to charge the Region of Durham un- der the Environmental Act and force thern to clean up the area. Tests conducted by the Ministry of Health on sam- pies taken on August il "1contained such a high level of coli and faecal bac- teria that no accurate reading couid be obtained, not even when the dilution process was used," Min- dria said. These tests, conducted for Russ Wilde, another Port Whitby resident, showed coli higher than 160 per 100 millitres and faecal bacteria at more than 60 per 100 millilitres accor- ding to Mondria . "The Federal Ministry of the Environmeilt guidelines re these pollutants list that it is safe to swim in a coli count of less than 100 to 10 faecai," Mondria said while infor- ming the officiais that area residents have asked this body to investigate the Whitby Harbour and surrounding waters for safe swimming. Mondria told the panel that he received a letter from the MINISTER 0F THE Environment on April 14 which said that he agreed with Mondria that "the ultimate solution to correct the problems within Pringie Creek lies with the construction of the Harbor Street Pumping Station." Mondria said that the minister also stated in a February il letter that the Region of Durham is taking the necessary measures to, upgrade the system by ex- pediting the construction of the pringle-Corbett Diver- sion Sewer. "tHe likes, like we, to believe that the diversion sewer north to the Pringle Creek Water pollution Con- trol Plant will be operationai in 1982 and not 1991 or later as the residen- ts were told by <Regioflal Councillor) Gary Herrema on January 9, 1980 at a meeting during which he spoke as the regional works committee chairmafi," Mondria said. "This three-quarter mile of 48 inch surface Pipe (diversion sewer), in our opinion, wil neyer be built uniess the MOE puts pressure on the Regionof Durhamt by using section 32(1) of the Ontario Water Resources Act and iay charges. '1 Mondria said that he was justified in taking this position because of a regional works department report that stated that the plant could not give secon- dary treatment to almost two million gallons of ef- fluent each day and they "'had' to dump the total daily flow of almost seven million gallons of raw sewage." He also quoted another report made by the depar- tment that "any further development wili have a serious effort on the sanitary sewer overloading (dumping) probiem. " "Connections in 1980 are still being made," Mondria said, "thus increasing the pollution. The dye dumping on weekends is an exampie of worsening conditions.
