G artshore hopes new CAO picked B3 .ICHAEL KNELL Free Press Staff MAYOR JIM GARTSHORE Last week, an Oshawa weckly newspaper reported that a special committee had seiected Donald Evans, the chief administrative of- ficer of the city of Saulte Ste. Maire as it.s first choice for filling the same position with the Region of Durham. That special committee, headed by Whitby Mayor Jim Gartshore as chairman 0f management committee, was set up by regional coun- cil to fili the position vancan- ted earlier in the summer by Bob Richardson. According to the report in the Oshawa This Week, Evans was the committee's first -choice, after regional director of personnel Terry Stevens and Whitby clerk:- administrator Bill Wallace. When asked to confirm the Oshawa This Week report, Gartshore said, "I have no Board to hire negotieator and consultant for support staff The Durham Board of Education will hire a professional negotiator for teacher contract talks and a labor relations consultant to deal with the support staff starting in next* year's bargaining ,discussions. Trustee Bill McCracken, chairman of the board's general salary committee, said that a professional negotiator was necessary because of the complex bargaining procedure and the great increase in the' amound of time that trustess spend in negotiations. He added that board- teacher relations were not improved by head-to-head bargaining. While the professional negotiator won't speed up the bargaining process, Mc- Cracken said that it will give trustees more time to deal with other matters. The Ajax trustee also pointes out that the negoitations would not be hampered because of the upcoming November 10 municipal election. The salary committee's motion was adopted unanimously by the board as was that 0of Trustee Fred Britten, chairman of the administration committee, with respect to the labor relations consultant. Britten told the board that while he sympathized with those trustees bargaining with the elementary and secondary teachers, dealing with the support staff may be harder work. "In aIl respect, I feel very strongly that the ad- ministration salary commit- tee 'is one of the hardes worked committees in the board," Britten said adding, "There are six individual groups plus two Canadian Union of Public Employees locals. " Trustee Arthur Winter (Oshawa), board chairman, said that a decision could be muade at a later date whether to hire one person or two to fulfill these functions. McCraken told the board that the representative teacher associations and bargaining groups would be informed of the board's ac- tion. comment to make on it, whatsoever. I can't." The special committee is made up of the management committee and of the chairman of the region's other four standing commit- tees. While he could not confiÎrm the accuracy of the report, Gartshore said that everyone would be in an em- barassing position if the ac- count was wrong. "It serves no purpose for the man of the region," he said. "If they're wrong, it serves no purpose what- soever. " However, the mayor did say that he hopes the matter is deait wit.h at today's meeting of regional council. "October 1 (today), is the date 1 hope council will make a decision on who will be the new CAO," he said adding, "If they're (the Oshawa This Week) wrong, they have done a great in- justice to the man and to the region.
