" Social Services Com- mission Dough Johns sub- mitted a report that stated of the 71 cases Bircham has been asked to look into, 35 were referred to him by members of the public. Other requests for in- vestigation have corne to those working within the regional social servi-ces department. Johns also said in his report that there is " no way of estimating the benefits saved by the deterrent effect of Mr. Bircham's activities and their publication in the local press." DeHart suspects that there are a few people who will try to defraud the depar- tment now that they know of the investigator. The chairman also stressed that the depar- tment is careful flot to troujble those people who are reçeiving the benefits that they are entitled to. "We're flot out to harass people. We're just out to get people off the list who are abusing welfare."
