N1PP (PC-I)URFIAM WE[ST) We've heard a lot about acid rain, but perhaps some of you aren't quite sure what it is ail about. Quite simply, acid ramn is the combination of nitrogen and sulphur oxides emitted as by- products of industrial producation with water molecules in the atmosphere. Over a three to four day period, these elements combine to form a, mild sulphuric acid. As the atmospheric system moves, acidic precipitation fails, in sorne cases restrictlng growth in our lakes and gardens. Acid ramn is a problem which in international in scope. A report by the United States-Canada Researchi Consultation Group recently outlined the rate of acidic emissions frorn both sides of the border and concluded that the "Total Canadian sulphur emissions are about one-fifth of those in the U.S., and Aeid ramn spelis dis aster corne from the smelting of non-ferrous metals such as niekie. " Basedt on the resuits of this study and others, the Ontario Ministry of the Environment is convinced that the acid rain problem is the province will not be reduced even il ail Ontario pollutants were shut dnwn tomorrow. We are faced here with an international problem which, I am convinced, can only lie solved through international ac- tion. Our goverument lias and is working to meet the challenge of acid ramn precipitation. In 1976, we began to monitor acid ramn, two years before any comparable programn was started in the U.S. Last year, we held a conference in Toronto where experts met and discussed a variety of solutions to acid ramn pollution. Meetings between the provinces and those states affected by acid rain have been held to discuss and co-ordinate intitiatives to reduce suiphur emissions. This year, a total of $5 million has been set aside to support scientific studies and abatement strategies concerned with acid ramn and the long-range transport of air pÏollutants. Just recently our government announced two new monitoring networks which will be set up on a provlnce-wide basis so that scientists wll be able to gather needed infor- mation about acidic precipitation and its effects thmoLghout Ontario. By applying ail of the data gathered at sites throughout On- tario, to the meterological information, EnvironTuent Ontario hopes to be in a better position to determine lake deterioration rates in the environmentally vuinerable parts of Ontario, and other areas. On May 1, the Government of Ontario issued a control order placing reasonable limites on Inco's sulphur emissions over the next few years. Currently, Inco is experimenting wit.h two separate processes aimed soley at reducing their sulphr emissions from their Sudbury operations.
