That is a true statement, however, after that story went to press, the writer received a telephonç cal from the Mayor of Whitby, James Gartshore. Gartshore told the Free Press that the town had been contemplating such a move for several years because their lot levies had traditionally been amongest the highest in the province and that such funds are not really needed by the town a t this time. He agreed that the move was in anticipation of a similiar action by Durham Regional Council. The retiring mayor also said that the reduction in the town's lot levies will not he reflected in the general tax bill. The reason for this, he pointed out, was because lot levies are used for capital projects such as the con- struction of new roads, sanitary sewers, libraries, fire stations and parks. It is illegal, he added, for these items to be paid for out of the general property tax bill. Gartshore said that the lot levy is re-appraised on yearly basis and that council has not "raised it for five years." "We could neyer see any reason for increasing from that plateau," he said ad- ding that after staff had made a "total review of alI items" ini the capital projec- ts list it was discovered that -money twasnîtneeded.ii under council's action, the lot levy for the town's pur- poses has gone down from $2,3W0 per single dwelling unit to $1,990 per unit. The opponents of the Brooklin developmnent do not have to fear a reduction in the lot levy for that project because the developers are tied into a signed agreement that states they shall neyer pay any less than $2,3M0 a unit, Gartshore said. The mayor also pointed out that capital spendiflg is tied in with the growth of the town and that if there is no growth there will be littie capital expenditure.
