Friday, May 26, 2017 11 Brooklin Town Crier Notice of Public Meeting Draft Proposed Amendment to the Town of Whitby Official Plan Brooklin Community Secondary Plan Invitation for Public Comment Take notice that, pursuant to Sections 17 and 21 of the Planning Act, R.S.O. 1990, P. 13, as amended, the Town of Whitby is proposing an amendment to the Whitby Official Plan to delete the existing Brooklin Community Secondary Plan and replace it with a new Brooklin Community Secondary Plan for an expanded area and to make associated amendments to Part I of the Official Plan, including amendments to other Schedules (maps). The Town of Whitby has undertaken a comprehensive study to prepare a land use Secondary Plan and Transportation Master Plan, as part of an integrated approach with the Municipal Class Environmental Assessment, to enable the Town to guide and manage growth in the Brooklin Area. The subject lands to which the Draft Proposed Official Plan Amendment applies is generally located outside of the Pro- vincial Greenbelt Plan area, south of Brawley Road, north of Conlin Road, west of the Whitby-Oshawa boundary, and east of Country Lane, including additional lands along Highway 407 and lands in the Conlin-Anderson area, as illustrated on the key map. In addition, certain new roads, and road reclassifications, are proposed that extend beyond the Draft Proposed Secondary Plan boundary. The Draft Proposed Official Plan Amendment would: • Delete the existing Brooklin Community Secondary Plan and associated Schedule "K"; • Add a new Brooklin Community Secondary Plan for the expanded urban area, including associated Schedules "K" and "K1"; • Amend and delete policies in the Whitby Official Plan, as amended by Official Plan Amendment 105, adopted by Council on February 21, 2017 and awaiting approval of the Region of Durham; • Amend various Schedules of the Whitby Official Plan, as amended by Official Plan Amendment 105, adopted by Council on February 21, 2017 and awaiting approval of the Region of Durham, in order to implement the Draft Proposed Brooklin Community Secondary Plan; The Draft Proposed Brooklin Community Secondary Plan will provide: • An updated Secondary Plan for the existing Brooklin community; • Land use designations and policies for the expanded Brooklin community and for the lands in the vicinity of the Conlin Road and Anderson Street intersection; • A range and mix of housing types and affordability consistent with Regional and Provincial policy directions; • Further development of a Major Central Area south of Winchester Road at Baldwin Street while maintaining the heritage character of the historical downtown; • Commercial and community uses to serve the new residential neighbourhoods; • Lands for future employment opportunities; • Protection for the natural heritage system and natural hazards; • A transportation network that serves the future needs of the Brooklin community and Town of Whitby; and • Policies to enable the development of a transit-supportive and pedestrian-friendly community. Statutory Public Meeting A Statutory Public Meeting will be held as a Special Meeting of Council in Committee of the Whole regarding the Draft Proposed Amendment as follows: Date: Tuesday, June 13, 2017 Time: 7:00 p.m. Location: Council Chambers, Whitby Municipal Building, 575 Rossland Road East, Whitby File: OPA-2013-W/02 The Public Meeting will provide an opportunity to receive input from the public and stakeholders. The Planning and Development Department will then consider the input and bring forward a Final Recommended Amendment for adoption by Council at a later date. Once the Amendment is adopted by Whitby Council, it will be forwarded to the Region of Durham for final approval. If a person or public body does not make oral submissions at a public meeting or does not make written submissions to the Town of Whitby, before the proposed Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
