The Secondary Plan update is now in Phase 3. Have Your Say! Information and feedback from Phase 1 and Phase 2 has helped to shape a draft Preferred Concept Plan and draft proposed policies that would guide future land use and development in a sustainable manner for Downtown Whitby.
