- Fred T. Rowe (1873-1959) was mayor of Whitby from 1938-1944. On 9 March 1938 he placed the first dial telephone call in Whitby to Albert W. Jackson, the town Reeve.
The telephone exchange building was constructed between 1937-1938 on the west side of Brock Street between Colbourne and Dunlop Streets. - Date of Original
