The attitude of the government is clearly outlined in a new regulation on this subject by Provost Marshal General Crowder, which reads as follows: "Please cause the broadest and most extensiye and continuous pos- ible publicity to be given through © the local boards, newspapers and by all other possible means of warning to all registrants who may have changed their places of abode and ~ postoffice addresses to communicate immediately with their local boards ~ where they are registered and fur- nish their present addresses so that questionnaires which will begin to be mailed December 15th will reach such registrants without delay. Reg- istrants are bound by law to keep themselves advised of all proceedings in respect to them, and failure to do . so may result in their losing right to ~ claim exemption or discharge. "CROWDER." The following is the order of the president calling on the postal au- ~ thorities to aid in this great work: "Postmasters and all postal em- ployes shall promptly forward all mail ~ of local boards, district boards and other officials connected with the ad- ministration of the selective-service | law bearing the frank of the Provost ~ Marshal General. Aid to Local Boards. "They shall also give every aid to local boards and other such officials in securing the address of registrants, and, upon request of local boards, postmasters shall furnish to them the forwarding address of all registrants whose mail has been forwarded to an address in possession of the postal authorities, for the confidential use only of the boards and persons charged with the administration of the selective-service law and these rules and regulations. "Upon the request of the governor of the state, postmasters shall receipt to local boards, upon a list prepared by the latter, for any of the notices prescribed by these regulations to be mailed by local boards to registrants. All such notices shall be delivered to the postoffice arranged in the order in which they appear upon such list so to be signed by the postmaster." Order to Postmasters. This has been supplemented by an order issued to 56,000 postmasters by the postmaster general as follows: "Postmasters should exercise every effort to make delivery of letters ad- dressed by local or district exemption boards to registrants under the selec- tive-service act and particularly the notices which those boards send to registrants calling them to places of entrainment. Serious consequences ensue to a registrant who fails to re- spond to this latter call, as the law classifies him as a deserter, and un- less an explanation is made he must be dealt with as such.
