It protects the man who develops his property along proper lines against the man who develops his property along im- proper lines. Rightly understood, zoning means the substitution of an economic, scientific, efficient com- munity program of city building for wastefull, inefficient" and haphazard growth." It took a drop forge with eighty trip-hammers, located in a highclass residence district, to awaken a well known city to the need of zoning. Although the city will now be zoned, the incessant din of the forge will always serve as a reminder to the residents of the peace and quiet they might have enjoyed but for their own neglect of civic duty. The owner of a plot immediately adjoining one of the largest hospitals in an eastern city contemplates the erection of a high-class garage. The hospital makes a specialty of nervous diseases Within the hospital the nurses, to obviate the slightest sound, walk on rubber heels and never speak to one another above a whisper. Upon the completion of the garage (for the erection of the garage in the absence of any zoning restriction cannot be stopped), the noise outside the hospital will render the precautions taken within the hos- pital for the peace and quiet of the neurasthenic cases useless. Should the hospital be obliged to move, or should the garage be erected in a locality where it can do no harm? That is a question which every zon- ing scheme answers. Nearly all the private houses erect- ed in New York since the adoption of its zoning law have been built in the districts set aside by the law for detached houses. Nobody cares to run the risk of having a garage or a warehouse next to his home when he can avoid it. Yet in most cities, it is perfectly legal for a man to de- stroy the value of his neighbor's home by erecting a blacksmith shop or a chemical works on the adjoin- ing lot. Zoning does not prevent the erection of blacksmith shop or chem- ical works, but it does keep them out of residence districts A man bought a vacant lot in an exclusive villa district When his neighbor asked what he proposed to do with the lot, he expressed his in- tention to erect a chinese laundry. The only way the residents could dis- suade him from carrying out his pur- pose was to buy the lot at an ex- tortionate price. Had this been a poor neighborhood the man could not have ben bought off. Zoning does away with this species of black- mail. Driveway To Be Oiled The driveway on the right of way of the Chicago and Northwestern railroad, north of Elm street and just west of the waiting station of the Chicago, North Shore and Mil- waukee electric, is to be oiled to prevent the clouds of dust which have annoyed persons using the electric station as well as occupants of the buildings on Lincoln avenue. , This relief is made possible by the public spirited co-operation of E. C. Weissenberg, the Winnetka Coal- Lumber company and B. W. Blow in providing the funds for the oil, the village doing the work. STERLING CANDIDATE FOR LIEUT. GOVERNOR Fred E. Sterling of Rockford, Ili, is a candidate for Lieutenant Gov- ernor of the State of Illinois at the Republican primaries on Sept 15. Sterling has been state treasurer for the last two years, so that he is no stranger before the voters of Illinois. In that two years he has made a wonderful record for clean- cut business dealings, giving the state the money it was rightfully entitled to as interest on public moneys de- posited in banks. | Previous to his term as treasurer, | Fred Sterling was the aggressive { chairman of the Republican State i Central committee and directed the successful campaign of 1916. Thus, he is no new comer into the Repub- lican party.
