SATURDAY, DECEMBER 4, 1920 Municipal Housing The housing problem is not limit- ed to the United States. Every coun- try has been affected by the cessa- tion of building operations during the war period, European cities having been far more seriously crippled than the cities of America. British mun- icipalities are, however, quite gen- erally undertaking to meet the siua- _ tion in the practical way of providing homes for their working people who are unable to find shelter or, because of the high cost of everything, to build them for themselves. Every consideration of economy has been exercised in the building plans in order that the cost of con- struction may be reduced to a mini- mum and cheap rentals be therefore made possible. Construction is ,for instance, largely of cement, because the labor employed in such construc- tion is largely unskilled and there- fore cheaper than that which would be required for construction of brick or other building material. From the American point of view the rental that is required by the British municipality for these homes is too low. An average of a four per cent income on the investment of funds such as is provided for in the cities engaged in the project of mun- cipal housing of its citizens is too low to provide for upkeep and repair. nor will it protect the city against the depreciation that is a steady fea- ture of the housing business. The justice of the using of public funds for so small a return is ques- tionable, the soundness of the system of financing the public business im- paired in the public opinion. But the idea is one that might with modifica- tions be adopted in other countries suffering from the housing shortage, adapted here to American ideas of sound finance and of what constitutes proper assistance to the pertion of the public that would benefit by it.
