WINNETKA WEEKLY TALK, SATURDAY, JULY 30, 1921 NEW LAWS ENACTED BY ILLINOIS LEGISLATURE Summary of new laws enacted by Fifty-Second General Assembly. Prepared by Rep. Howard P. Castle,Seventh District. Editor's note: Following is the first of a series of articles placing forth in condensed fashion the achievements of the Fifty-Second General Assembly of the Illinois State Lgislature. It is to be expected these summaries will be of interest to every voter in this village. They will appear in succes- sive issues over a period of nine weeks. ROADS AND BRIDGES T.aw amended so that any road within corporate limits of city of vil- lage having a population of 3500 or] less .now 2500 inhabitants may be! improved with state aid to connect or complete by most direct route a State Aid Road, already constructed to the corporate limits of such city or village, of same width as that outside corporate limits. By agree- ment between Department of Public Works and City Council or Board of Trustees, street of greater width or different materials may be construct- ed through such city or village, pro- vided it pays excess cost for such greater width or different material, and maintains street within corpor- ate limits. Interest on road bonds will bear interest hereafter which shall not exceed 6 per cent (now 5 per cent). Maximum limitation of bonds in! former law omitted. Appropriation of about four mill- ions for purpose of refunding to counties the share of cost of hard surfaced roads constructed in whole or in part by such counties and ac- cepted by state as part of state-wide | system. Authority granted Department of Public Works to appoint state high- way patrol officers, having all the powers of peace officers so far as en- forcement of Motor Vehicle Law is concerned. Persons prohibited from camping on public highway at a point adja- cent to or opposite school, church or cemetery, or within 100 yards of residence without consent of person controlling such school grounds, church or cemetery or residence. Penalty for violation $10.00 to $50.00. Duty of highway { enforce. commissioner to Provisions relating to appointment, expenses and duties of County Superintendent of Highways amend- ed. Removes many employees from Civil Service. System of state highways estab- lished and Department of - Public Works given additional powers, in- cluding power to purchase machin- ery, quarries, gravel pits, etc. De- partment to erect standard guide posts and make regulations for all telegraph, steel pipe and other lines constructed upon the highways. Monies in Road Fund of State Treasury may be used for construc- tion of hard roads along routes designated in State Bond Issue Road Act. UNCLE SAM ON THE JOB CUTTING OUT BARBERRY The Barberry shrub must come out, is the order of the United States Department of Agriculture at pres- ent engaged in weeding out the de- structive shrubs in this vicinity. H. E. Brewbaker and W. H. Nutt- all of the Department of Agricul- ture are on the job on the north shore making a survey of every property in this section of Cook County. They are at work this week pulling out the Barberry on the dis- trict east of Sheridan Road, having recently completed the survey and eradication work in Lake County where more than 15,000 bushes were "pulled out." These workers will in- spect every property in the village by order of the government, the law providing for the eradication of the shrub. The ladies' golf tournament at the Skokie Playground will be played Friday morning at nine o'clock.
