Gibbon, for three years superintendent of pub- lic works, leaves his desk at the Vil- lage Hall to accept a responsible po- sition with John C. Bold and company, Conway building, Chicago, represen- tatives of ten great hardware manu- facturing concerns. The Village council Tuesday of this week accepted Superintendent Gibbon's resignaton, tendered several weeks ago. Needless to say, the res- ignation was accepted with sincere re- grets. Resolutions were adopted ex- pressing Winnetka's appreciation of the excellent services rendered by Mr. Gibbon. Seligman, professor of political economy at Columbia university, re- cently, before the congressional ways and means committee, which is con- sidering proposals for constitutional amendment prohibiting further issu- ance of tax exempt securities. Dr. Seligman asserted that the gov- ernment, even during the war, should never have issued tax-exempt bonds. He estimated the amount of cutstand- ing state, county and municipal tax- free bonds at approximately $10,000, 000,000. In addition the government, he said, receives no revenue from $20, 000,000,000 worth of tax-exempt bonds. He asserted that the tax-exempt se- curities comprise about one-tenth of the country's wealth. Dr. Seligman estimated that if tax exemption of federal bonds could be abolished the government would re- ceive additional annual revenue of approximately $300,000,000.
