Well, if you'd go to your book-case, pull out that old text-book on Civil Government, blow the dust off the top --while your wife isn't looking--and turn to the Chapter on Congress, you'd find out what a Congressman-at-large is. You'd l=2arn that he's a congress- man at large--no hyphens. Doesn't represent any special district. Repré- sents the whole state. The other sort of Congressman represents a eertain district made up of a fixed number of voters. When the population increases again up to this number a Congress- man-at-large is elected, pending a re- districting of the state. Ever since 1915 1llinois has had two congressmen-at- large. One of the candidates this year for that position is Henry R. Rath- bone of Kenilworth. Mr. Rathbone is trial lawyer of pre- || eminent ability, one of the foremost || in the Central West, especially in II- linois, Michigan, Indiana and Wiscon- sin. He ig a lawyer of such excellent ability that he was elected president of the Lawyers' Association of Illi- nois. He is now a lecturer in the John Marshall Law School, an authori- ty on Constitutional Law. A lawyer who adds to his legal in- telligence the ability to speak well is capable of great social service, Mr Rathbone is a man thus equipped. He is a brilliant orator. As one writer puts it: "He is a forceful talker, with remarkable diction and extraordinary oratorical appeal." The power of elo- quent presentation of ideas and feel- ings is to a public man an asset of real value. In politics Mr. Rathbone is Repub- lican. He has been active in every campaign for the last twenty-five vears. Time and again his services as a speaker have been acknowledged as invaluable. There are frequent tes- timonies by campaign managers to the help he has rendered at critical times. He also has marked administrative ability. In 1916-17 he was president of the Hamilton Club, having been elected unanimously, He presided at the great mass meeting at the Stock Yards Pavilion when Theodore Roose- velt spoke under the auspices of the Hamilton Club. During the Great War he served as chairman of the War Committee of the Chicago Bar Association and in this connection devoted practically all his time to patriotic work. This War Committee furnished at one time over two thousand cases of free legal ad- vice and assistance to soldiers and sailors, and to their families. H. R. RATHBONE Seeks Nomination to Post of Con- gressman-at-large at Primaries. FORMER COUNT JOBLESS Alexander Lochwitzky, a former Russian count and a Major in the American army during the world war, has sent an appeal to the New York American Legion asking that a job be found for him "doing anything". He speaks eight languages fluently. Everything he had was lost in the San Antonio flood. For Probate Judge C. ARCH WILLIAMS period, and organized its councils from Quebec to California in war work, giving material assistance to the War, Food and Treasury Departments of the Government.. He was educated in the public schools of Ohio and Lake Forest University. The Bar Association report recommends him as qualified for the office and he is supported by leading lawyers. He is at pres- ent in active practice as a member of the law firm of Bradley, Williams, Kearns & Farrell, 19 South LaSalle Street and is recommended by the following representative citizens of Wilmette as unusually well fitted for the important position of probate judge.
