L. Woolhiser, in an article from his pen appearing in the January issue of the City Manager Magazine and entitled "City Management of Winnetka." In the article Manager Woolhiser endorses a quotation appearing in a recent issue of the American Mag- azine which termed Winnetka as "The town where people pull together." "The citizens of Winnetka pull to- gether and their government provides all modern services. The water and light plant pays 6 per cent on the in- vestment," Mr. Woolhiser writes. He states further that "although the enactment of city manager legis- lation in the state of Illinois has net kept pace with the rest of the country, there are at least two municipalities in the state which have enjoyed the full benefits of the city-manager plan of government." "I refer," he continues "to the vil- with a combined population of some 12,000 people. The experience of Win- netka is typical of both municipal- ities." Manager Woolhiser gives a very graphic description of the administra- tion of government in Winnetka, an account of local civic achievement and an insight into future plans of the vil- lage. In conclusion he pays a tribute to the citizenry of the village when he writes : . "It should not'be understood tha: the foregoing accomplishments are claimed to be inherent attributes of the manager plan. The form of gov- ernment of any city will not neces- sarily bring results unless supported by a public-spirited and progressive citizenship, alive to the problems and needs of the community. It can be said, however, without bhoastfulness that the adoption of the city-manager plan has made easier the accomplish- ment of municipal progress in Win- netka. It is the vehicle through which the will of the community is efficiently expressed in action, and is therefore democracy."
