December 26, 1925 WINNET" TALK SUGGESTS PLANS FOR CENTENNIAL PROGRAM (Continued from page 3) ning, organizing and administration of the Centennial Exhibition of 1937. "This improvement of the city would include both public and private ef- fort. Both would be quickened and strengthened by the fact that at a fixed date, the city of Chicago would -be on exhibit before the world in an unusual way. The Chicago Centennial Commission would not interfere in any way with the orderly development of the city. Its duty would be to pro- mote a spirit of cooperative effort and would contribute to public welfare and civic progress. Plans for public improvement on a vast scale, already adopted and now being made, will be completed before that date. Others, badly needed and long considered, will be expedited by the added incentive which this move- ment will give to action toward a fixed goal. These improvements in themselves would give a remarkable setting to the efforts of the city dur- ing this period. Cites Great Projects "These improvements, actually in progress or anticipated, include new Railroad terminals, electrification of railways, improvement of municipal transportation system including sub- ways, Water street improvement, ex- tension and widening west side ave- nues, as well as other features of the Chicago City Plan, completion of the Forest Preserve district, and many others of great importance as well as the probable adoption of the plan for new Waterways from Lake to Gulf and from Lake to Ocean. "Other activities of great importance will be quickened to keep pace. These include the improvement of hea' education, recreation, citizenship, ¢ welfare and various other phase; city life which requires constant v ance and cooperative effort. The phasis would be to make the exi g organizations that foster the bes un the city's life more effective r her| than to add new ones or to impose ad- ditional restrictions. "The production of the Centennial Exhibition will require at least ten years of hard work on the part of the citizens of Chicago. Experience has shown that this is sufficient time, but not too much in view of the magnitude of the undertaking. The Worlds Fair in Chicago still remains an inspiring example of what a city can do along these lines. The Chicago Centennial should be in keeping with the progress of the city and the world, since the famous Worlds Fair Exhibi- tion. Utilize Lake Front "The Lake Front offeres a natural location where improvements are com- pleted for this exhibition. It lends it- self to such a purpose in a way that is incomparably finer than any other location in the world. There can be made ready, by the time this Exhibition is completed, a Lake Front park ex- tending the entire length of the city of sufficient size to properly house the Centennial buildings both permanent and temporary with space to handle the immense crowds that will come to the city.
