These cars, for the most part, are used | on city streets or within the confines of the county. Certainly it is unfair to ask the owners of such cars in hundreds of cities in Illinois to pay for the cost of building roads over which these cars will never travel," says Charles H. Hayes of Winnetka, president of the Chicago Motor club. "Motorists in Illinois now provide themselves with a state license. The fees obtained from this license build our highways. A gasoline tax would | mean that in addition to providing the paved highways the motorist would have to pay again for every mile that his car traveled over these highways.
