Other awards achieved by Harbaugh include the honor of being among the highest three per cent in scholarship during the past school year, election to Phi Kappa Phi, honorary scholar- ship society, and election to Gamma Sigma Delta, honor society in agri- culture. Rathbone, Congressman- at-Large for Illinois, has declared strongly for the adoption of the amendment to the Constitution of the United States which would do away with the short session of Congress. "The present calamity in the lower Mississippi Valley shows most clearly the vital importance of adopting the so-called Norris Amendment to the Constitution," said Congressman Rath- bone. "This would abolish 'lame ducks' and a new Congress would be- gin its session in two month, instead of thirteen months, as at present, after its election. Instead of a 'long session' alternating with a 'short session' there would then be every year a session of Congress of sufficient length to per- mit of important and pressing legisla- tion being enacted. "I introduced such a resolution when I was first elected and have been urg- ing its adoption ever since. This reso- lution has twice passed the Senate of the United States, the last time with |only two votes against it, but it has been held up in the House of Repre- sentatives because there 'the powers that be' seem to be in favor of 'lame duck' sessions."
