50 WINNETKA TALK March 24, 1928 RENOMINATE William F. Propper for the office of State Representative of the Seventh Senatorial District BECAUSE-- FIRST: He drew, introduced and sponsored House Bill No. 28 with the emergency clause to levy a two per cent (2%) additional tax, upon a referen- dum vote, for the building of school houses and purchasing of grounds. SECOND: He drew, introduced and sponsored House Bill No. 29 with the emergency clause to levy an additional tax of two per cent (2%), upon a referendum vote, for educational purposes. | THIRD: He introduced and sponsored House Bill 442 to amend the Road and Bridge Act, raising the percentage of State Aid Roads in Cook County from thirty per cent (30%) to fifty per cent (50%) of the public road mileage in Cook County. FOURTH: He introduced and sponsored House Bill No. 576 validating the $15,000,000 Bond Issue, which was voted on at the November-1926 election, so that the bonds could be used for the purpose of constructing and widening State Aid Roads, and constructing and widening Bridges in Cook County. : FIFTH: He sponsored Senate Bill No, 26 in the House which provides for the formation, operation and dissolution of the Mosquito Abatement District. SIXTH: He sponsored Senate Bill No. 72 in the House to annex part of Western Springs to the Sanitary District of Chicago. SEVENTH: He sponsored Senate Bill No. 163 in the House enlarging the corporate limits of the Sanitary District of Chicago. EIGHTH: He sponsored Senate Bill No. 549 in the House amending Section 53 of the General Corporation Act, making the several stockholders of a corporation liable, each for his pro rata share of not to exceed two weeks' unpaid wages of the employees of the corporation. All of the above Bills were enacted into laws and are now in force. NINTH: He killed House Bill No. 616 in the Committee, of which he was a member, amending Section 46 of the Local Improvement Act, which would make it unlawful to incite or stir up objections to Special Assessment proceedings and re- quiring the person objecting thereto to file an affidavit reciting that such person was not solicited and that the objection is made at his own suggestion. TENTH: He voted for the Senate Joint Resolution for reapportionment of the State so that Cook County would receive its true representation in the General Assembly, but this bill failed. : ELEVENTH: He voted against the Gas Tax Bill. TWELFTH: He voted against the Bill at the Special Session limiting the bonding powers to two and one-half per cent (2% 4) for Municipalities, etc., in Cook County. He is endorsed by the Thompson, Crowe, Barrett faction: Joint Labor Board of the State of Illinois: United Brick and Clay Workers of America, and the Wage Earners League of Cook County and other organizations. He was born and reared on a farm in Thornton Township, knows the needs of his District and if renominated and elected he will again represent the People of his District to the best of his ability. He is the 'Propper' man in the proper place, at the proper time, and should be renominated and elected upon his record. French Bond Payments to Aid Highway Construction A bill authorizing the creation of a special highway fund from the pro- ceeds of the sale of $407,341,145 worth of surplus highway equipment and war materials sold to France following the war has been introduced in the Senate by Senator James E. Watson of Indi- ana. The measure, providing this huge sum of money for highway construc- tion, stipulates the funds are to be apportioned among the 48 states in the same proportion as the Federal-aid pro- gram. It is a companion bill to one introduced in the House on January 30 by Representative Edward E. Browne, and which has already been endorsed by the Governors and State Highway departments of twenty states. The measure, which is being fostered by the American Motorists associa- tion, is unique in that it will add nothing to the tax-payers' burden, as the funds are to be secured solely through the payment of French bonds which will mature August 1, 1929 and which were given in payment of more than $2,000,000,000 worth of equipment and supplies. TO DON FRESHMAN GREEN The freshmen girls at Northwestern university now have definitely decided after weeks spent in careful investi- gation of campus sentiments, that the proverbial green will hereafter be worn not only by the men but by themselves. A gardenia in a most de- licate shade of green and of regular size will serve in the future to identify the freshmen co-eds. JOINS KROLL-SMITH J. W. Panushka, Wilmette realtor, formerly operating as the Lake Shore Realty company, has joined the sales force of Kroll and Smith at 419 Fourth street, Wilmette. EMMERSON STRESSES TAX REFORM PROGRAM Candidate for Governor Receives Tremendous Welcome in Downstate Meetings Stressing tax reform as a direct means of relief for the over-taxed landowner, Louis L. Emmerson, Re- publican candidate for Governor, this week wound up his downstate cam- paign. Next week he will come to Cook county for the final fortnight before the primary April 10. Accompanied by Attorney-General Oscar Carlstrom, candidate for re- e'action, and Otis F. Glenn, candidate for the United States senate, Emmer- son spoke at Watseka, Paxton, Hoopeston and Danville on Monday. His itinerary for the rest of the week included: Tuesday, Monticello and Clinton; Wednesday, DeKalb, Ro- chelle, Oregon, Dixon and Sterling; Thursday, Polo, Mt. Carroll, Savannah, Galena, Stockton and Rockford; Fri- day, Belvidere, Marengo, Harvard, Woodstock, Crystal Lake and Kane county points. Saturday night Emmerson will be at Peoria. All of the "Big Three" have been amazed at the size of the crowds at their meetings. At each appearance there has been a capacity audience which cheered the Secretary of State as the next Governor and Carlstrom and Glenn as the next Attorney-Gen- eral and Senator, respectively. This response on the part of voters throughout Illinois has been inter- preted by Rodney H. Brandon, chair- man of the Emmerson campaign, as evidence of a revolt, "which promises to be a stampede" for the Emmerson ticket at the primary, April 10.
