The Library Board has proceeded with the construction of an addition to the library building, and $68,000 of the bonds have been issued and sold at pub- lic bidding. These bonds were issued on a 49% basis, and with the exception of $5,000 were purchased by the First Trust and Savings Bank on the basis of an interest return of 4.05%. This price shows that the Village of Winnetka enjoys an enviable credit rating. ---- Check Apartments As mentioned under the list of ordi- nances passed during the year, this zon- ing ordinance was amended to provide greater restrictions on the erection of gasoline service stations and particularly on the construction of combined business and apartment buildings in the "C'" com- mercial districts. This latter question was the subject of a number of public hearings, in which great interest was shown by the citizens of the village, both in favor and in opposition to the pro- posed restrictions. After very careful consideration, the council decided, on recommendation of the Zoning Commis- sion, that it should take a position in line with that taken by several other suburban communities in the vicinity of Chicago, that intensive apartment house development, even in the business district, is not in harmony with the character of 'Winnetka, and results in undesirable con- gestion. The renewal of the franchise of the Illinois Bell Telephone company, which expired in 1924, is still under considera- tion. An effort has been made by the Public Utilities committee to reach a basis of compromise with the Telephone company, without success up to the pres- ent time, the principal point of disagree- ment being that of the ownership of poles on the public streets, occupied jointly by the Village and the Telephone company. . The question of the dangerous situa- tion at Hubbard street, east of the Hub- bard Woods station, which street is oc- cupied by the tracks of the Chicago, North Shore and Milwaukee railroad, has been studied by the Public Utilities com- mittee of the council in co-operation with the Hubbard Woods Improvement associa- tion and a plan for relocating the electric tracks and for combining the station fa- cilities of the two railroads has been submitted to the North Western authori- ties for approval. : Population Now 10,691 During the year, the council authorized an official census of the Village and this census was taken in June, 1927, being based on the school census records of the Winnetka Board of Education. The census showed that as of July 1, 1927, there were 10,691 persons residing in the Village of Winnetka. The revision of the Municipal Code has been authorized by the council, under a plan whereby the detailed legal work is being handled by an attorney of the I1- linois Municipal league, experienced in this sort of work. The league attorney has been furnished by the village man- ager with a draft of a new building code which has been in course of preparation in the Village office for a number of years, and also with numerous sugges- tions as to the provisions of other or- dinances, necessary to amend the exist-. ing obsolete requirements of the present code. This work has occupied a very considerable portion of the manager's time during the past few weeks. The work on the new code has now been practically completed by the League at- torney, and it is hoped that it may be studied by the village attorney and by the Village council at an early date, so that it may be enacted and printed for use. Assist Park Board The Village continued to co-operate with the Winnetka Park district in the maintenance of the Park system, exclu- sive of Skokie Playfield, the village man- ager acting as park superintendent, under whose direction the purchasing of park supplies and equipment was also handled. The Village kept in touch during the year with other municipalities of the state of Illinois, through its member- ship in the Illinois Municipal league. In the belief that it is very essential that citizens of the village have an op- portunity to receive full information and publicity regarding Village affairs, the village manager has made an effort to furnish the local papers with information concerning the work of the council and the service being rendered by the sev- eral Village departments, through week- ly conferences with representatives of the press. In addition, detailed information has been furnished to the village presi- dent as a basis for a series of articles which have been recently published in WINNETKA TALK, covering the work of the police department, the fire department and the health department. It is be- lieved that information of this sort, com- ing directly from elective officials of the village, is greatly appreciated by the citizens, and it is to be hoped that arti- cles covering the other Village depart- ments may be presented in the near future. Ho, Hum, Here's Nother for the Spruce Streeters The Winnetka postoffice ball team took a 10 to 5 setback at the hands of the Spruce street team last Tues- day. The game was played at Sko- kie school and was by no means one- sided. ¢ "Red" Dahl, who did the hurling for the postoffice, was master of the situ- ation for the first four innings, but once the gangsters got hold of him, the scorekeeper became dizzy keeping track of the runners. Luchessi pitched his usual brand of ball, and only in the early innings did he experience any trouble. The Spruce street team has games every Tuesday and Friday.
