Fisher has begun his duties as the head of the Field De- partment of the Boy Scouts of Am- erica and as Deputy Chief Scout Tixecutive. In filling a position that has been permitted to remain vacant many months, the Executive board of the National Scout council feels that it has secured just the right man. Dr. Fisher took his degree in 1898 at the Cincinnati College of Medicine and Surgery and was honored with a master's degree of Physical Educa- tion by the International Y. M. C. A. college, He has been physical director of the Y. M. C. A., and since 1906 has been secretary of the physical de- partment of the International Com- mittee of Y. M. C. A's. He outlined the large program of recreation in the war camps at home and abroad and in foreign countries. Dr. Fisher is well known for his work as a member of the New York State Military Training commission since 1M6 and as president of the New York Physical Education so- ciety and as secretary of the Athletic League of North America and of many gene national athletic bodies. Mr. A. C. Olson has been appointed A. to the Chief Scout Execu- tive. WHAT KEEPS SCOUTS BUSY Scout Troop - No. 5 of Highland Park, Mich., were the first ones to clear the ground for the new church home. ? Boy Scout Troop No. 1 of Bay City, Mich., shoveled snow from city water hydrants, cleaned the Red Cross sew- in room every week and delivered lterature for the Board of Health. As a novel "good turn" the Scouts in Troop No. 4 of Dormont, Penna, have planted 25 cherry trees "just for the birds." Scouts in Wyona, Penna. raised enough money to buy a bell for a church and also pledged $50. Scouts in T,os Angeles collected tons of brush seed to be used in sow- ing over a burned area with a view to recreating the growth of brush which retards water flow. The campaign to place War and Navy Department citations for em- ployers of returned service men has been carried on so energetically by thousands of scout troops that Wash- ington is hearty in its praise of the work of the boys. Scouts of Fort Lauderdale, Fla. have been busy cutting palms, and have earned $90 with which to build a camp site. Scout Troop No. 25, Portsmouth, Va.. has done police duty at three fires, and was invited to he a guard of honor at the home-coming parade of soldiers and sailors. Detroit Boy Scout Troop No. 29, at the request of the United States | Hospital officials, acted as orderlies. | They have also showed good spirit | in answering local calls and doing traffic duty. Boy Scout Troop No. 5. Detroit, has several times come to the assistance of the police in regulating traffic, and Troop No. 5 and No. 10 were especially useful and energetic in the city's clean-up campaign. BOY SCOUT SCRIBES TO FORM PRESS CLUB IN N. J. Troop scribes representing twenty active troops of Boy Scouts of Am- erica in the North Hudson Council in New Jersey have formed a press club. The purpose of the organization is to develop a system of keeping the troops of the council in touch with, one another's activities through the medium of scout celumns in the daily papers. The federal constitu- tion officially provides the manner in which the constitution shall be chang- ed and says that an amendment can be annulled only by the action of the Congress.
